RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Introduce the attached ordinance by title and waive the first reading;
2. Set the attached ordinance for adoption on July 2, 2019 or at least one (1) week away from the date of the Board of Supervisors meeting at which the ordinance is first introduced;
3. Direct the Clerk of the Board of Supervisors to publish the pre-adoption summary of the attached ordinance and to post a certified copy of the full text of the ordinance in the office of the Clerk of the Board of Supervisors at least 5 days prior to the Board of Supervisors meeting at which the ordinance will be adopted [Government Code Section 25124(b)(1)];
4. Direct the Clerk of the Board of Supervisors, within 15 days after adoption of the attached ordinance, to publish a post-adoption summary of the ordinance with the names of the Supervisors voting for and against the ordinance, and to post in the office of the Clerk of the Board of Supervisors a certified copy of the full text of the adopted ordinance and amendments along with the names of those Supervisors voting for and against the ordinance [Government Code Section 25124(b)(1)]; and
5. Direct Department of Public Works staff to file the attached Notice of Exemption with the Humboldt County Clerk in accordance with the California Environmental Quality Act.

DISCUSSION:
PARKING ZONES:
The attached ordinance establishes parking restrictions on the following roads:
• Both sides of Elk River Road (County Road No. F3J300) from Post Mile 1.314 to Post Mile 1.490 in the Eureka Area. This parking restriction is being requested in order to improve sight visibility at the driveways of fronting landowners.
• South side of Fern Street (County Road No. 3K210) from Post Mile 0.012 to Post Mile 0.026 in the Eureka area. This parking restriction is being requested in order to address traffic safety issues on the south side of Fern Street.
• Both sides of Fickle Hill Road (County Road No. C5J040) from Post Mile 0.000 to Post Mile 0.248 and Post Mile 10.819 to Post Mile 11.150 in the Arcata area. This parking restriction is being requested in order to discourage the use of the City of Arcata’s trail crossing from becoming a trailhead. The City of Arcata sent a questionnaire to all of the property owners whose Fickle Hill Road frontage will be affected by the proposed parking restrictions. Out of the fifty-one (51) questionnaires sent out, twenty-seven of the responses received were in favor of the requested parking restriction and one (1) was opposed.
• East side of Freshwater Road (County Road No. F6F060) from Post Mile 40.750 to Post Mile 40.870 in the Eureka area. This parking restriction is being requested in order to restrict parking at the parking lot exit in order to improve sight visibility.
• East side of John Hill Road (County Road No. 3K710) from Post Mile 0.124 to Post Mile 0.131 in the Eureka area. This parking restriction is being requested in order to improve sight visibility at the John Hill Road/Essex Road intersection.
• West side of John Hill Road (County Road No. 3K710) from Post Mile 0.166 to Post Mile 0.172 in the Eureka area. This parking restriction is being requested in order to improve sight visibility at the driveways of fronting landowners.
• North side of Loleta Drive (County Road No. C3H200) from Post Mile 0.424 to 0.434 in the Loleta area. This parking restriction is being requested in order to improve sight visibility at the driveways of fronting landowners.
• North side of Murray Road (County Road No. A3M020) from Post Mile 0.010 to Post Mile 0.028 in the McKinleyville area. This parking restriction is being requested in order to address traffic safety issues near the intersection of Murray Road and Kelly Avenue.
• West side of Tasi Lane (County Road No. 4L814) from Post Mile 0.150 to Post Mile 0.230 in the McKinleyville area. This parking restriction is being requested in order to allow for the installation of a Class II bicycle lane.
• West side of Ocean View Drive (County Road No. 3P020) from Post Mile 0.000 to Post Mile 0.200 in the McKinleyville area. This parking restriction is being corrected in order to match existing conditions.
STOP SIGNS:
The attached ordinance designates stops at the following intersections:
• Eastbound Challis Court at Tasi Lane (Post Mile 0.1900) in the McKinleyville area. This stop sign is being added in order to control traffic at an uncontrolled T-intersection.
• Eastbound Drake Hill Road (County Road No. C3G165) at Eel River Drive (Post Mile 0.006) in the Fortuna area. This stop sign is being added in order to reflect changed traffic patterns.
• Eastbound and westbound Essex Street (County Road No. C3K850) at its intersection with John Hill Road (Post Mile 0.001, Post Mile 0.046 and Post Mile 0.058) in the Eureka area. These stops signs are being added in order to control traffic at an uncontrolled intersection.
• Northbound Frank Street (County Road No. 3K520) at Glenwood Street (Post Mile 0.007) in the Eureka area. This stop sign is being relocated from westbound Glenwood Street to northbound Frank Street in order to address buildout of the area and reflect changed traffic patterns.
• Northbound and southbound Frank Street (County Road No. 3K520) at its intersection with Pennsylvania Avenue (Post Mile 0.084 and Post Mile 0.072) in the Eureka area. These stop signs are being added in order to control traffic at an uncontrolled intersection.
• Southbound Highland Circle (County Road No. 3K585) at Edgewood Road (Post Mile 0.001) in the Eureka area. This stop sign is being added in order to control traffic at an uncontrolled T-intersection.
• Westbound Horrell Avenue (County Road No. 4M196) at Little Pond Street (Post Mile 0.211) in the McKinleyville area. This stop sign is being added in order to control traffic at a T-intersection.
• Northbound Little Pond Street (County Road No. 4M198) Underwood Court (Post Mile 0.520) in the McKinleyville area. This stop sign is being added in order to control traffic at an uncontrolled T-intersection and reflect changed traffic patterns.
• Southbound McKinleyville Avenue (County Road No. C4L925) at Gassaway Road (Post Mile 0.240) in the McKinleyville area. This stop sign is being added in order to address build-out of McKinleyville Avenue and reflect changed traffic patterns.
• Southbound McKinleyville Avenue (County Road No. C4L925) at Winchester Avenue (Post Mile 0.370) in the McKinleyville area. This stop sign is being added in order to address build-out of McKinleyville Avenue and reflect changed traffic patterns.
• Eastbound and westbound Middlefield Lane (County Road No. 3K620) at its intersection with Forest Lake Drive (Post Mile 0.014 and Post Mile 0.023) in the Eureka area. These stops signs are being added in order to control traffic at an uncontrolled intersection.
• Eastbound Prairie Avenue (County Road No. 3K600) at Forest Lake Drive (Post Mile 0.107) in the Eureka area. This stop sign is being added in order to control traffic at an uncontrolled T-intersection.
SPEED LIMITS:
The attached ordinance establishes speed limits for the following roads:
• Zanes Road (County Road No. 3J280) at the Zanes Road covered bridge (Bridge No. 4C-48), in the Eureka area, to be 5 miles per hour from Post Mile 0.087 to Post Mile 0.114. This reduced speed limit is being requested in order to address traffic safety issues on the Zanes Road covered bridge.
• Berta Road (County Road No. 3J260) at the Berta Road covered bridge, also known as Elk River Bridge, (Bridge No. 4C-47), in the Eureka area, to be 5 miles per hour from Post Mile 0.140 to Post Mile 0.166. This reduced speed limit is being requested in order to address traffic safety issues on the Berta Road covered bridge.
• Johnson Road (County Road No. 4G060), in the Hydesville area, to be 15 miles per hour from Post Mile 0.034 to Post Mile 0.306 when children are present. This reduced speed limit is being requested in order to address traffic safety issues near the Hydesville Elementary school.
• Cypress Avenue (County Road No. 3K270), in the Eureka area, to be 25 miles per hour from Post Mile 0.024 to Post Mile 0.150. This residential speed limit is being established pursuant to the requirements of California Vehicle Code Section 22352.
• Holly Street (County Road no. C3J670), in the Eureka area, to be 25 miles per hour from Post Mile 0.010 to Post Mile 0.190. This residential speed limit is being established pursuant to the requirements of California Vehicle Code Section 22352.
BICYCLE LANES:
The attached ordinance establishes Class II bicycle lanes on the following road:
• Tasi Lane (County Road No. 4L814) from Sutter Road (Post Mile 0.000) to Dogwood Street (Post Mile 0.247) in the McKinleyville area. This Class II bicycle lane is being established in order to address traffic safety issues on Tasi Lane.
The attached ordinance is considered a project under the California Environmental Quality Act (“CEQA”). This project is categorically exempt from environmental review pursuant to Section 15301 - “Existing Facilities” and Section 15305 - “Minor Alterations in Land Use Limitations” of the CEQA Guidelines. In addition, the application of this categorical exemption is not barred by any of the exceptions set forth in Section 15300.2 of the CEQA Guidelines.
FINANCIAL IMPACT:
Adoption of the attached ordinance will require the creation and installation of regulatory signs and striping in the relevant locations. The estimated cost associated with manufacturing and installing the required regulatory signs and striping is $10,000, which is covered by the Road-Maintenance Fund (1200-325). There are sufficient funds allocated in the Fiscal Year 2019-20 budget to accommodate the expenditure. As a result, adoption of the attached ordinance will not impact the General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to adopt the attached ordinance. However, this alternative is not recommended since it would not improve traffic safety in the relevant locations.
