Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute the Notice of Intention to Purchase Real Property located at 3007 I Street, Eureka and 3015 I Street, Eureka (Attachment 1) in accordance with California Government Code Section 25350, (4/5th vote required); and
2. Direct the Clerk of the Board to publish the attached Notice of Intention to Purchase Real Property located at 3007 I Street, Eureka and 3015 I Street, Eureka in accordance with California Government Code Section 25350.

DISCUSSION:
On May 10, 2022, the Humboldt County Board of Supervisors authorized the Humboldt County Public Works Director, and designees thereof, to negotiate terms for the purchase of real property located at 3007 I Street and 3015 I Street in Eureka, with PWM, Inc. and any duly authorized agents thereof, to accommodate the construction of a new Public Health Laboratory.
Staff recommends that the Board approve the Notice of Intention to Purchase Real Property located at 3007 I Street and 3015 I Street and direct the Clerk of the Board to publish the attached Notice of Intention to Purchase Real Property located at 3007 I Street and 3015 I Street in Eureka, as required by California Government Code Section 25350.

Narrative Explanation of Financial Impact:
The purchase of the Real Property Located at 3007 I Street and 3015 I Street, Eureka, with fund 1175, budget unit 435001 - PH Laboratory Expansion, will allow Department of Health and Human Services (DHHS), Public Health to move forward with the construction of the new Public Health Laboratory. The anticipated cost of the land purchase is $325,000, which is included in the fiscal year (FY) 2023-24 adopted budget. Construction expenses related to the development of the new Public Health Laboratory are unknown at this time and will be budgeted in subsequent fiscal years during the county budget process as appropriate.
There is no impact to the general fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the Notice of Intent to Purchase Real Property located at 3007 I Street and 3015 I Street, Eureka. However, this is not recommended as it does not support the goals outlined in the county’s 2020 Facilities Master Plan of identifying solutions to address facility problems and challenges.
