RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receive and file the bid proposals submitted for the Redway Transfer Station Improvements Project; and

2.                     Award the project agreement to GR Sundberg, Inc., for the total amount of $1,983,808.10; and

3.                     Authorize the Chair of the Board to execute the project agreement upon submittal of the appropriate bonds and insurance; and

4.                     Authorize the Director of Public Works to execute contract change orders up to the amount of $111,690; and

5.                     Direct the Clerk of the Board to provide the Engineering Division of the Department of Public Works with one (1) fully executed certified copy of the Board order related to this item.

DISCUSSION:

On Sept. 9, 2025, the Humboldt County Board of Supervisors (“Board”) authorized the Clerk of the Board to advertise the Redway Transfer Station Improvements Project for bid. On Oct. 7, 2025, the County of Humboldt received four (4) bids for the project, which are attached hereto as Attachment 1.

 

Accordingly, the Department of Public Works recommends that the Board: receive and file the bid proposals submitted for the Redway Transfer Station Improvements Project; award the project agreement to GR Sundberg, Inc., for the total amount of $1,983,808.10; authorize the Chair of the Board to execute the project agreement upon submittal of the appropriate bonds and insurance; and authorize the Director of Public Works to execute contract change orders up to the amount of $111,690.

The Redway Transfer Station Improvements Project is funded by the franchise fees collected by the Department of Public Works from the contract with Recology to operate the Redway Transfer Station and from tipping fees collected by Recology from users of the facility. The total project cost is estimated at $2,380,570, as shown in Attachment 1. Expenditure appropriations relating to completion of the Redway Transfer Station Improvements Project are included in the approved fiscal year 2025-26 budget for Solid Waste budget unit 3691-438.

The recommended actions will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board of Supervisors may choose not to award the project agreement for the Redway Transfer Station Improvements Project. However, this alternative is not recommended because the project will provide the Southern Humboldt community with improved waste transfer services, ADA-compliant facilities, and enhanced operational efficiency using funds that are budgeted for this purpose.
