Recommendation
That the Planning Commission:
1 - Adopt the resolution, (Attachment 1) which does the following:
2 - Finds the project is categorically exempt from environmental reviews per Sections 15303 New Construction or Conversion of Small Structure and Section 15311, Class 11, Accessory Structures, of the California Environmental Quality Act (CEQA).; and
3 - Finds the proposed project complies with the General Plan and Zoning Ordinance; and
4 - Approves the Coastal Development Permit subject to the conditions of approval (Attachment 1A).

DISCUSSION:
Project Location: The project site is located in the Ferndale area, on the east side of Sage Road, approximately 1,300 feet north of the intersection of Sage Road and Goble Lane, on the property known as 803 Sage Road.
Present General Plan Land Use Designation: Agriculture Exclusive (AE) and Natural Resources (NR); Eel River Area Plan; Slope Stability: Relatively Stable (0).
Present Zoning: AE-60/A,F,R,T - Agriculture Exclusive 60 Acres (AE-60) with Combining Zone for Archaeological Resource Area Outside Shelter Cove (A), Flood Hazard Areas (F) Streams, Riparian Corridor Protection (R) and Transitional Agricultural Lands (T).
Environmental Review: Project is categorically exempt from environmental reviews per Sections 15303 New Construction or Conversion of Small Structure and Section 15311, Class 11, Accessory Structures, of the California Environmental Quality Act (CEQA).
State Appeal: Project is appealable to the California Coastal Commission
Major Concerns: None
Monitoring Required: None.
Executive Summary: A Coastal Development Permit (CDP) for the construction of a 92’ x 302’ hoop/pole barn over the existing gravel lot calf hutch area. The structure consists of wood poles set in pole-in-concrete foundations, structural hoops and a stretched canvas roof. The parcel is developed with two residences and other barns to support the agricultural operation. Minimal grading is required and will be balanced on-site. The parcel is served with on-site water and on-site wastewater treatment systems.
Biological Resources: The project is not expected to have significant impacts on sensitive species, watercourses, or sensitive habitats. According to the California Natural Diversity Database (CNDDB), the parcel does not contain any known species of concern. The property does contain areas of freshwater emergent wetlands due to the natural topography of the agricultural lands. The project area, however, does not contain any stream or riparian areas. The project was referred to the California Department of Fish and Wildlife, but no response was received.
Access: The project site is located in the Ferndale area, on the east side of county-maintained Sage Road which is accessed by Goble Lane and State Highway 211.
Tribal Consultation: The project was referred to the Northwest Information Center, and the Bear River Band of the Rohnerville Rancheria, and the Wiyot Tribe. A referral response from the Northwest Information Center indicated the proposed project has a potential of impacting any unrecorded archaeological site(s). It was recommended that the Lead Agency requests referrals from local tribal partners, which has been completed. No responses were received from local Tribal Historic Preservation Offices. The standard Inadvertent Discovery Condition is included within the Conditions of Approval.
Environmental Review: Project is categorically exempt from environmental review per Section 15303 New Construction or Conversion of Small Structures of CEQA Guidelines.
OTHER AGENCY INVOLVEMENT:
The project was referred to responsible agencies and all responding agencies have either responded with no comment or recommended approval or conditional approval. (Attachment 2)
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Zoning Administrator could elect to add or delete conditions of approval. The Zoning Administrator could elect not to approve the project, or to require the applicant to submit further evidence, or modify the project. Modifications may cause potentially significant impacts, additional CEQA analysis and findings may be required. These alternatives could be implemented if the Zoning Administrator is unable to make all of the required findings. Planning Division staff have concluded that the required findings are in support of the proposal have been made.
