RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1. Approve and authorize the Chair to sign the resolution (Attachment 1) authorizing the Humboldt County Sheriff’s Office (HCSO) to submit the governing body resolution for the U.S. Department of Justice Bureau of Justice Assistance Crisis Response Training Program FY2026 grant application; and

2. If awarded, authorize the County Administrative Officer, the Sheriff, and the Sheriff’s Deputy Director of Financial and Support Services to accept grant funds and sign any documents required by the Department of Justice - Office of Justice Programs for participation in the program; and

3. Authorize the County Administrative Officer to sign the Bureau of Justice Assistance Crisis Response Training Program FY2026 Certification of Chief Executive Officer (Attachment 2); and

4. Direct the Clerk of the Board to return a completed and signed copy of the Resolution to the HCSO in original and email formats, Attention: Lucinda Jackson, for submittal to the funding agency.

DISCUSSION:

The United States Department of Justice Bureau of Justice Assistance issued a grant funding opportunity, Crisis Response Training Program FY2026 that supports state, local, and tribal governments, law enforcement agencies, correctional facilities, probation and parole departments, and sheriffs’ offices in developing, implementing, or expanding crisis response training programs that enhance public safety, officer safety, and operational effectiveness by improving law enforcement responses to individuals in crisis who have behavioral health conditions (including mental health and substance use disorders), intellectual and developmental disabilities (I/DDs), physical disabilities, and/or traumatic brain injuries. This program will equip law enforcement and correctional officers with tactical skills and strategies, and technology to effectively address crisis situations and enhance public safety. Officers trained in crisis intervention techniques are better equipped to safely mitigate volatile situations involving individuals experiencing behavioral health crises, including those with I/DDs. Grant funding is offered within two categories: (1) Training Program for Law Enforcement Agencies, and (2) Training Program for Jails, Prisons, and Correctional Agencies.

 

The award ceiling for this grant opportunity is $650,000. The goal of this grant funding is to improve effectiveness of crisis response skills among law enforcement and correctional officers, particularly for interactions with individuals in crisis who have behavioral health conditions, I/DDs or physical disabilities, and/or traumatic brain injuries. The HCSO seeks to submit an application that focuses on Objective 2: Enhance the strategic application of techniques to prevent crisis escalation through innovative training approaches and technologies, including VR scenario-based training.

Narrative Explanation of Financial Impact:

This will be the HCSO’s first application for the Crisis Response Training Program grant funding. The award ceiling for this grant is $650,000. With this Board’s authorization, the HCSO will submit a grant application of $647,500 that includes $550,000 for software and $97,500 for indirect charges. Indirect charges include county A87 charges estimated at 10% of the total grant request, or $65,001, and grant administration costs at 5%, or $32,499. There is no match requirement for this grant.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

Your Board may choose not to apply for this funding award. This is not recommended as the requested funding will allow Humboldt County to modernize its training ecosystem for law enforcement, correctional officers, and probation officers to enhance inter‑agency collaboration, and improve safety outcomes for officers, probation staff, and the communities they serve.
