RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Waive the requirements of the Humboldt County Nuclear-Free Ordinance with regard to the attached agreement with the Humboldt Transit Authority and the Humboldt County Association of Governments (4/5 Vote Required); and
2. Approve, and authorize the Chair of the Board to execute, the attached agreement with the Humboldt Transit Authority and the Humboldt County Association of Governments regarding the provision of region-wide Dial-A-Ride services for the period of July 1, 2025, through June 30, 2026; and
3. Direct the Clerk of the Board to return one (1) fully executed original copies of the attached agreement to the Department of Public Works for further processing.

DISCUSSION:
The Humboldt County Association of Governments designated the Humboldt Transit Authority as the Consolidated Transportation Services Agency for Humboldt County, effective July 1, 2016. As the Consolidated Transportation Services Agency, Humboldt Transit Authority is responsible for administering a consolidated region-wide program to provide advance reservation, curb-to-curb transportation for qualified elderly and disabled persons in the Cities of Arcata and Eureka and unincorporated areas of Humboldt County. The Dial-A-Ride program currently serves approximately 1,200 registrants and provides approximately 18,000 rides per year. Such services are financed by Transit Development Act funds administered through the Humboldt County Association of Governments.
Humboldt Transit Authority will provide Dial-a-Ride services within the jurisdictions of Arcata, Eureka, and the un-mandated portions of Humboldt County per the Transportation Development Act - Local Transportation Fund.
The attached agreement defines the roles, responsibilities, and commitments regarding the continued provision of region-wide Dial-A-Ride services for the period of July 1, 2025 through June 30, 2026. Accordingly, staff recommends that the Board approve, and authorize the Chair of the Board to execute, the attached agreement with the Humboldt Transit Authority and the Humboldt County Association of Governments regarding the provision of region-wide Dial-A-Ride services.

Narrative Explanation of Financial Impact:
The attached agreement, for continued region-wide Dial-A-Ride services, contains the County of Humboldt’s fiscal year (FY) 2025-26 cost share in the amount of $178,765. Expenditure appropriations related to the attached agreement have been included in the proposed FY 2025-26 budget in the Public Works Transportation Services budget, 1150910.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose to not approve the attached agreement with the Humboldt Transit Authority, City of Arcata and the Humboldt County Association of Governments regarding the provision of region-wide Dial-A-Ride services. However, this alternative is not recommended since it will not allow for the cost-efficient provision of region-wide Dial-A-Ride services.
