RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Waive the requirements of the Humboldt County Nuclear-Free Ordinance with regard to the attached subcontract with Sierra Health Foundation: Center for Health Program Management;

2.                     Approve, and authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute, the attached subcontract with Sierra Health Foundation: Center for Health Program Management regarding implementation of the Medication Assisted Treatment SOR 2 Coronavirus Telehealth Project in Humboldt County for the period of November 20, 2021 through November 30, 2022; and

3.                     Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments, and any other agreements, certifications, attestations and documents related, to the attached subcontract with Sierra Health Foundation: Center for Health Program Management, after review and approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:

The attached subcontract with Sierra Health Foundation: Center for Health Program Management (Sierra Health Foundation) will allow the Humboldt County Department of Health and Human Services - Behavioral Health (DHHS - Behavioral Health) to receive up to $81,844.30 for the purpose of purchasing telehealth equipment that will be used to address the needs of individuals with substance use disorder, serious mental illness and/or serious emotional disturbances as part of the Medication Assisted Treatment SOR 2 Coronavirus Telehealth Project.  It should be noted that the attached subcontract with Sierra Health Foundation comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process. This is one of two subcontracts with Sierra Health Foundation for this purpose and dollar amount, this agreement relates to Adult Behavioral Health. The other, CA21MAT361, relates to Children’s Behavioral Health.

 

Accordingly, DHHS - Behavioral Health recommends that the Board approve, authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute, the attached subcontract with Sierra Health Foundation regarding implementation of the Medication Assisted Treatment SOR 2 Coronavirus Telehealth Project in Humboldt County for the period of November 20, 2021 through November 30, 2022.  It is also recommended that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments, and any other agreements, certifications, attestations and documents directly related, to the attached subcontract with Sierra Health Foundation, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the implementation of the Medication Assisted Treatment SOR 2 Coronavirus Telehealth Project in Humboldt County.

 

FINANCIAL IMPACT:

As noted above, the attached subcontract with Sierra Health Foundation will allow DHHS - Behavioral Health to receive up to $81,844.30 that will be used to support the implementation of the Medication Assisted Treatment SOR 2 Coronavirus Telehealth Project in Humboldt County. Expenditure appropriations related to attached subcontract with Sierra Health Foundation have been included in the approved fiscal year 2021-2022 budget for DHHS - Behavioral Health Administration budget unit 1170-424.  Approval of the attached subcontract with Sierra Health Foundation will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining technological infrastructure, protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of service.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached subcontract with Sierra Health Foundation regarding implementation of the Medication Assisted Treatment SOR 2 Coronavirus Telehealth Project in Humboldt County.  However, this alternative is not recommended since it will not allow DHHS - Behavioral Health to obtain funding that will used to purchase needed telehealth equipment.
