RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1. Receive and file the bids for construction of the Humboldt County Animal Shelter Americans with Disabilities Act Compliance Project, Project Number 2026-101; and

2. Award the Humboldt County Animal Shelter Americans with Disabilities Act Compliance Project, Project Number 2026-101, to the lowest responsible and responsive bidder, Sequoia Construction Specialties, Inc. in the amount of $898,000; and

3. Authorize the Humboldt County Purchasing Agent, or a designee thereof, to execute the attached construction agreement with Sequoia Construction Specialties, Inc. regarding completion of the Humboldt County Animal Shelter Americans with Disabilities Act Compliance Project; and                     

4. Authorize the Purchasing Agent to execute contract change orders for the Humboldt County Animal Shelter Americans with Disabilities Act Compliance Project up to $89,800; and

5. Direct the Clerk of the Board to provide the County Administrative Office with one (1) fully executed, certified copy of the Board order related to this item.

DISCUSSION:

On Sept. 7, 2016, the County of Humboldt entered into a consent decree with the United States Department of Justice that required the commencement of the Humboldt County Americans with Disabilities Act (ADA) Compliance Project. The purpose of the Humboldt County ADA Compliance Project is to bring all facilities owned or leased by the County of Humboldt that provide programs, services and activities to the public into compliance with the ADA. The Humboldt County Animal Shelter ADA Compliance Project, Project No. 2026-101, is part of this compliance effort.

 

The Humboldt County Animal Shelter ADA Compliance Project will address accessibility upgrades and deferred maintenance needs at the Humboldt County Animal Shelter facility located at 980 Lycoming Ave., McKinleyville, California. The project was developed in collaboration with Nichols, Melburg & Rossetto Architects Inc. (NMR), which provides professional architectural design, consultation and construction oversight services.

 

The Humboldt County Animal Shelter ADA Compliance Project includes development of an accessible path of travel from Lycoming Avenue and accessible parking areas to the facility entrance. Exterior improvements also include removal and replacement of 10 parking pole lights. Interior accessibility improvements include modifications to the lobby service counter, drinking fountain, restroom sinks and utility sinks to meet ADA requirements. Additional work includes replacement of hardware at all exterior doors and modifications to several interior doors to improve accessibility throughout the facility.

 

The Humboldt County Animal Shelter ADA Compliance Project will also address deferred maintenance needs through replacement of damaged ceiling tiles, removal and replacement of the facility roofing system and replacement of the existing heating, ventilation and air conditioning system. The task order with NMR was initiated on Aug. 4, 2025. Construction of the project is anticipated to take approximately 200 calendar days to complete following award.

 

On April 28, 2026, your Board approved the plans and specifications for the Humboldt County Animal Shelter ADA Compliance Project and authorized the project to be advertised for public bid. On June 2, 2026, the County of Humboldt received and opened three bids with the following results:

Based on the bids received, staff recommends that the Board award the Humboldt County Animal Shelter ADA Compliance Project, Project No. 2026-101, to the lowest responsible and responsive bidder, Sequoia Construction Specialties, Inc., for the total base bid amount of $898,000.

FINANCIAL IMPACT:

Narrative Explanation of Financial Impact:

The total costs associated with the Humboldt County Animal Shelter ADA Compliance Project are estimated to be $1,255,541. This includes $91,100 for architectural design services provided by Nichols, Melburg & Rossetto Architects Inc., $898,000 for construction services to be provided by Sequoia Construction Specialties, Inc., $89,800 reserved for construction change orders and $176,641 reserved for project contingencies, administrative and soft costs and Certified Access Specialist (CASp) inspection costs.

 

Funding for the Humboldt County Animal Shelter ADA Compliance Project is provided through multiple sources, including $75,000 in General Fund contribution from the Humboldt County Sheriff’s Office for roof repairs; $111,649 from the Animal Shelter Donations Trust (3649) and Spay and Neuter Trust (3650) to support barrier remediation improvements; $472,385 from the Deferred Maintenance Fund (3464) for deferred maintenance improvements, including replacement of parking lot light poles and installation of a new heating, ventilation and air conditioning system; $354,000 from the 2020 Amended Finance Plan to support ADA barrier remediation improvements; and $242,507 from the ADA Internal Service Fund (3552).

The recommended actions will not impact current staffing levels.

 

OTHER AGENCY INVOLVEMENT:

None.

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to award the Humboldt County Animal Shelter ADA Compliance Project, Project No. 2026-101, to Sequoia Construction Specialties, Inc. However, this alternative is not recommended, as the Humboldt County Animal Shelter currently contains multiple barriers to access as defined under the ADA. In addition, the facility has significant deferred maintenance needs. Not awarding the project would delay necessary accessibility improvements and remediation of deferred maintenance needs.
