Area of Focus: Safe & Healthy Communities
Strategic Plan Category: 1006 - Implement Live Well Humboldt - Community Health Improvement Plan
DISCUSSION:
On Aug. 12, 2025, the County of Humboldt Board of Supervisors accepted the State Standard Agreement #25-10173 with CDPH in the amount of $3,972,588 for FYs 2025-26 through 2027-28. The DHHS - Public Health is returning to the County of Humboldt Board of Supervisors to retroactively accept the State Standard Agreement #25-10173 Amendment 01 with CDPH which increases the original allocation by $45,235 for FYs 2026-27 and FY 2027-28 ($22,617.00 per FY). This Amendment is presented to your Board as executed by the Public Health Director due to deadlines set by the State. If not executed, the WIC program would have lost the opportunity to accept the allocation increase of $45,235.
The CDPH administers the WIC program which is funded through the U.S. Department of Agriculture (USDA), Food and Nutrition Services. California has the largest WIC program in the nation. WIC provides individualized nutrition counseling, breastfeeding support, benefits to purchase healthy foods for low-income women and children, as well as referrals to healthcare providers and medical clinics. Populations served by this program include children under five years of age, those who are pregnant, have given birth, experienced pregnancy loss and those who are breastfeeding. Many working families, including military families, migrant families, foster parents, and guardians caring for children under five years old, may also be eligible.
The County of Humboldt has participated in the WIC program since 1976. The DHHS - Public Health WIC serves approximately 2,870 participants monthly at four locations: Eureka, Fortuna, Garberville and McKinleyville. In addition to the core WIC services mentioned above, DHHS - Public Health offers a weekly “Baby Café” support group for new parents, new books for children to take home at each appointment and local Farmers’ Market benefits for produce purchases.
The WIC program supports the Healthy Beginnings and Adverse Childhood Experiences Priority Area of the Humboldt County Community Health Improvement Plan’s goal number one: to promote a healthy start and ongoing protective factors for children and families.
