RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the attached plans and specifications for the Alderpoint Road (6B165) Post Miles 41.45, 43.55, 46.15 and 46.23 Storm Damage Repair Project; and

2.                     Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, June 23, 2020, at 2:00 p.m.

DISCUSSION:

On Mar. 7, 2017, the Governor of the State of California declared a disaster for Humboldt County due to severe winter storms, flooding and mudslides. Alderpoint Road (6B165) Post Miles 41.45, 43.55, 46.15 and 46.23, in the Bridgeville area of eastern Humboldt County, experienced roadway, embankment and bridge approach damage.  Emergency temporary repairs were done at the time of the disaster to maintain essential traffic flows.

 

On Sept. 19, 2019, and Nov. 7, 2019, the Humboldt County Department of Public Works (“Public Works”) received Federal Highway Administration funding approval to proceed with the Alderpoint Road (6B165) Post Miles 41.45, 43.55, 46.15 and 46.23 Storm Damage Repair Project.  Public Works subsequently prepared the attached plans and specifications for the project, which includes constructing a rock buttress, regrading and stabilizing the roadway with geogrid, installing crash cushions, constructing gabion for shoulder stabilization and sediment and erosion control items.

 

Accordingly, Public Works recommends that the Board of Supervisors approve the attached plans and specifications and advertise the Alderpoint Road (6B165) Post Miles 41.45, 43.55, 46.15 and 46.23 Storm Damage Repair Project.

 

FINANCIAL IMPACT:

There is no financial commitment until the Alderpoint Road (6B165) Post Miles 41.45, 43.55, 46.15 and 46.23 Storm Damage Repair Project is awarded.  This project is being funded by Federal Highway Administration Emergency Relief Funds (88.53%) and the Humboldt County Road Fund (11.47%).  The engineer’s cost estimate for the project is Three Hundred Sixty-Two Thousand Two Hundred Ninety Dollars ($362,290.00).  The Humboldt County Road Fund will be responsible for Forty-One Thousand Five Hundred Fifty-Four Dollars and Sixty-Six Cents ($41,554.66) of the costs associated with the Alderpoint Road (6B165) Post Miles 41.45, 43.55, 46.15 and 46.23 Storm Damage Repair Project.

 

Expenditure appropriations relating to completion of the Alderpoint Road (6B165) Post Miles 41.45, 43.55, 46.15 and 46.23 Storm Damage Repair Project have been included in the approved fiscal year 2019-2020 budget for budget unit 1200-321-2118.  As a result, the Alderpoint Road (6B165) Post Miles 41.45, 43.55, 46.15 and 46.23 Storm Damage Repair Project will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to approve the attached plans and specifications for the Alderpoint Road (6B165) Post Miles 41.45, 43.55, 46.15 and 46.23 Storm Damage Repair Project.  However, this alternative is not recommended because the project will restore the roadway, embankment and crash cushions to pre-disaster conditions using funds that would not otherwise be available to the County of Humboldt.
