RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Review and modify as necessary the proposed Grand Jury response from the Board of Supervisors (Attachment 2);
2. Review and modify as necessary the proposed Grand Jury responses from the Planning & Building and Public Works Departments (Attachments 3 and 4);
3. Approve the documents, as may be modified, as the response;
4. Direct the Clerk of the Board, within 5 working days, to submit the final response with an accompanying Board Order to the 2021-22 Grand Jury and the Presiding Judge of the Superior Court;
5. Direct the Clerk of the Board, within 5 working days, to submit a copy of all responses to the County Clerk/Recorder, together with a copy of the original report; and
6. Direct the Clerk of the Board, within 5 working days, to submit two copies of all responses to the Clerk of the Court, one of which will be forwarded to the State Archivist, together with a copy of the original report.

DISCUSSION:
The Grand Jury investigates and reports on the operations, accounts, and records of the officers, departments, or functions of the county. The county thanks the Grand Jury for its hard work and efforts that they have put forth in their 2021-22 Grand Jury reports.
The Grand Jury has submitted six reports to the Presiding Judge of the Superior Court, of which one requires response now either from your Board or a department over which your Board is the governing body. The remaining reports’ responses are not yet due and will be brought before your Board at a later date. Each department head or agency mentioned in the report is required to respond. The reports and responding agencies are as follows:
• “Permitted (Eventually)” (Attachment 1). The Grand Jury has requested responses from the Board of Supervisors, Planning & Building, and Public Works.
FINANCIAL IMPACT:
There is no financial impact related to providing a response. Some individual responses may require expenditures.

This action supports your Board’s Strategic Framework by fostering transparent, accessible, welcoming and user friendly services .
OTHER AGENCY INVOLVEMENT:
Those referenced in the Grand Jury report.
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may elect to modify any response pertaining to matters under its control.
