Award Request for Proposal (RFP) #IT2025-001, Enterprise Security System, to Security Lock and Alarmend
RECOMMENDATION(S):Recommendation
That the Board of Supervisors:
1. Receive and file the proposals submitted in response to Request for Proposals No. IT2025-001 regarding the provision of an Enterprise Security System; and
2. Approve the selection of Security Lock and Alarm as the vendor to provide an Enterprise Security System; and
3. Authorize the County Administrative Officer, or a designee thereof, to execute a professional services agreement with Security Lock and Alarm that is substantially similar to the sample professional services agreement attached to the Request for Proposals No. IT2025-001, and any subsequent amendments thereto, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
4. Direct the County Administrative Office to return with any and all necessary budget adjustments for fiscal year 2025-2026, as appropriate; and
5. Direct the Clerk of the Board to provide the County Administrative Office - Information Technology Team with one (1) fully executed certified copy of the Board order related to this item.

DISCUSSION:
On January 28, 2025, the Humboldt County Board of Supervisors (“Board”) directed staff to initiate a Request for Proposal (“RFP”) process for physical security infrastructure upgrades at various facilities utilized by the County of Humboldt. On July 14, 2025, the County Administrative Office, Information Technology, issued RFP No. IT2025-001 for the design, development, installation and implementation of a unified Enterprise Security System. The County of Humboldt received six (6) proposals in response to RFP No. IT2025-001 prior to the submission deadline of August 8, 2025. Of the proposals received, one (1) proposal was disqualified for not meeting the RFP requirements related to the Cost Proposal Form.
The remaining five (5) qualified proposals were evaluated and scored in accordance with the criteria set forth in the RFP. Following a comprehensive review by the evaluation committee, Security Lock and Alarm was identified as the highest-ranked proposer. In no particular order, the totals for all five (5) qualified proposals are shown in the below table.

The County Administrative Office, Information Technology, recommends contracting with Security Lock and Alarm to implement the Verkada system at various facilities utilized by the County of Humboldt, including, without limitation, the Humboldt County Courthouse, Garberville Library, Garberville Sheriff Station, Probation Main Office, Probation Adult Office, Information Technology Office, Coroner Main Office and the Americans with Disabilities Act Compliance Shop. This project will establish a centralized security management platform that integrates access control, surveillance and alarm systems across multiple locations. The unified system will enhance security operations, improve response capabilities and increase operational efficiency by allowing staff to manage physical security through a single, cloud-based interface.

The total cost associated with the proposed professional services agreement with Security Lock and Alarm is Four Hundred Fifty-Six Thousand Three Hundred Nine Dollars and Sixty-One Cents ($456,309.61), this includes locations for multiple County of Humboldt departments, including, without limitation, the Sheriff, Probation, Library, ADA, Child Support Services and various other central services departments located at the Humboldt County Courthouse. Departments identified funding from various sources in fiscal year 2024-25 for physical security infrastructure upgrades at the identified facilities, if approved staff will work with departments and bring back budget adjustments as appropriate for fiscal year 2025-26.
STAFFING IMPACT:
Implementation of the Enterprise Security System will involve coordinated efforts with the Human Resources Department to train designated employees on the use of the system.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to enter into a professional services agreement with Security Lock and Alarm regarding the provision of an Enterprise Security System. However, this alternative is not recommended as it could significantly increase the costs of the replacement project and would conflict with prior Board direction.
