RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Adopt the attached resolution which authorizes the Humboldt County Department of Health and Human Services Director, or a designee thereof, to accept funding made available through the California Business, Consumer Services and Housing Agency’s Homeless Emergency Aid Program; and

2.                     Direct the Clerk of the Board to return a fully executed certified copy of the attached resolution to the Department of Health and Human Services - Contract Unit for submission to the California Business, Consumer Services and Housing Agency.

DISCUSSION:

The California Business, Consumer Services and Housing Agency (BCSHA) issued a Notice of Funding Availability (NOFA) for the Homeless Emergency Aid Program (HEAP) on September 5, 2018 (Attachment 2).  HEAP funds may be used in a variety of ways including, without limitation, all of the following:

 

                     Direct services such as street outreach, health and safety education, criminal justice diversion programs, prevention services, navigation services and operating support for short-term or comprehensive homeless services;

 

                     Rental assistance of subsidies such as housing vouchers, rapid re-housing programs and eviction prevention strategies; and

 

                     Capital improvements such as emergency shelters, transitional housing, drop-in centers, permanent supportive housing, small/tiny houses and improvements to current structures that serve homeless individuals and families.

 

The Humboldt Housing and Homeless Coalition designated the County of Humboldt as the Administrative Entity to receive and administer funding made available through the HEAP Program.  The 2018 HEAP Formula Allocation for Humboldt County is Two Million Five Hundred Sixty-Five Thousand Two Hundred Forty-Five Dollars and Twenty-Four Cents ($2,565,245.24). Five percent (5%) of the HEAP funds allocated to the County of Humboldt, which equals One Hundred Twenty-Eight Thousand Two Hundred Sixty-Two Dollars and Twenty-Six Cents ($128,262.26), has been set aside for homeless youth services.

 

On December 6, 2018, the Humboldt County Department of Health and Human Services (DHHS) submitted an application for HEAP funding (Attachment 3) to BCSHA in accordance with the requirements of the NOFA dated September 5, 2018.  BCSHA subsequently awarded Two Million Five Hundred Sixty-Five Thousand Two Hundred Forty-Five Dollars and Twenty-Four Cents ($2,565,245.24) in HEAP funds to DHHS on December 20, 2018.  In order to receive such funding, the county must execute and return the attached State Standard Agreement (Attachment 4).

 

Accordingly, staff recommends that the Board adopt the attached resolution which authorizes the DHHS Director, or a designee thereof, to accept the HEAP funding made available by BCSHA.

 

 

FINANCIAL IMPACT:

As noted above, BCSHA has awarded DHHS a total of Two Million Five Hundred Sixty-Five Thousand Two Hundred Forty-Five Dollars and Twenty-Four Cents ($2,565,245.24), including the mandated One Hundred Twenty-Eight Thousand Two Hundred Sixty-Two Dollars and Twenty-Six Cents ($128,262.26) that has been set for homeless youth services.  Acceptance of the HEAP funding made available by BCSHA will not impact the Humboldt County General Fund.

 

The recommended actions support the Board of Supervisors’ Strategic Framework by creating opportunities for improved safety and health and protecting vulnerable populations.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached resolution authorizing the DHHS Director, or a designee thereof, to accept the HEAP funding made available by BCSHA.  However, this alternative is not recommended since it would not allow DHHS to obtain funding that would be used to support the provision of needed services, rental assistance and capital improvements.
