That the Board of Supervisors:
1. Adopt Resolution No. _____ to terminate the local emergency that occurred around Feb. 12, 2019.

DISCUSSION:
Beginning on or around Feb. 12, 2019, Humboldt County experienced damage from a strong winter storm event. The storm caused excessive shoaling near the entrance of Humboldt Bay, and other damages around the county.
The excessive shoaling created unsafe conditions for many vessels entering and exiting the Humboldt Bay federal channel. The shoaling prompted depth restrictions and the US Coast Guard to close the harbor due to severe winter storm activity. Fishing and recreational vessels were entering this port without local knowledge, increasing the hazard around the channel. Safety of these and other vessels was the primary concern, as well as the loss of business.
In addition, the winter storm caused other damages in Humboldt County, including but not limited to flooding, damaged roads, failed culverts, power outages, downed power lines, and damages to public facilities on the coast and throughout Humboldt County.
Humboldt County Public Works, the California Office of Emergency Services and the Federal Emergency Management Agency performed a validation visit for the initial damage estimate and have submitted their recommendations for disaster funding. Terminating the local emergency proclamation will have no impact on the county’s eligibility at this point for recovering funding assistance.
FINANCIAL IMPACT:
The emergency proclamation ratified by your Board on March 5 allowed the county to request funding from the state and federal governments. Terminating the local emergency at this point will have no impact on the county’s eligibility for this funding, and therefore will have no impact on the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to deny the request to terminate the declaration of a local emergency, however, this is not recommended as the emergency declaration is a temporary proclamation, and should be terminated or extended within 30 days of ratification.
