RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve acceptance of award with the California Department of Public Health (CDPH) for $800,324 for the term of July 1, 2024, through June 30, 2028;

2.                     Authorize the Department of Health and Human Services (DHHS) - Public Health Director, or designee thereof, to sign the Acceptance of Award document; and

3.                     Authorize the Director of Public Health, or a designee thereof, to execute all future contracts, amendments, and documents directly related to the award upon review and approval of the County Administrative Office, County Counsel, and Risk Management.

DISCUSSION:

The County of Humboldt is continuing its work with CDPH to provide public health activities related to monitoring, prevention, testing, and linkage to and retention in care activities for the most vulnerable and underserved individuals living with, or at high risk for, hepatitis C virus (HCV) infection in collaboration with a community-based organization (CBO).

 

Allocated funds are to be used to implement a public education and outreach program to raise hepatitis C awareness in high-risk groups, physician's offices, among healthcare workers, and in healthcare facilities by including hepatitis C counseling, education, and testing, as appropriate, into existing local state-funded programs including those addressing HIV, sexually transmitted diseases (STDs), and other appropriate programs.

 

Key strategic targets for HCV prevention and control are enhancement of surveillance and case follow-up for acute hepatitis C cases and other priority populations; testing, linkages to care, care coordination, and assurance of treatment for hepatitis C infection; partnerships to identify and address systemic barriers; and implementation of community-based services through partnerships between Public Health and CBOs. This grant requires that no less than 50 percent of the funds allocated shall be provided to a community-based organization that can provide these activities and demonstrates expertise, history, and credibility working successfully in engaging the most vulnerable and underserved individuals living with, or at high risk for, HCV infection.

 

This agreement will allow DHHS - Public Health to provide services throughout Humboldt County to minimize new HCV infections and to maximize the number of people with HCV accessing appropriate care, treatment, and support by partnering with the county’s largest provider of these services: Open Door Community Health Clinics.

Narrative Explanation of Financial Impact:

Acceptance of award from CDPH will allow the DHHS - Public Health to be reimbursed a maximum of $800,324 in Fund 1175, Budget Unit 437006 - CA Dept. of PH Hep. C Virus Prev. for July 1, 2024, through June 30, 2028. The funding amount of $200,081 for Fiscal Year (FY) 2024-2025 was included in the annual county budget process. Funding in the amount of $200,081 for FYs 2025-2026, 2026-2027, and 2027-2028 will be included in the future annual budget processes.

Acceptance of this grant will have no impact on current staffing levels. Existing staff will continue to be supported through acceptance of this grant.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

Your Board may choose not to approve the recommendations; however, it would result in a loss of both funding and services to the county.
