That the Board of Supervisors
1. Authorize the purchase of One (1) Caterpillar CS7 Paving and Compaction Roller; and
2. Declare One (1) 2005 Bomag Compaction Roller as surplus equipment. (4/5 Vote Required)

DISCUSSION:
The Humboldt County Department of Public Works - Roads Measure O is requesting authorization to purchase one (1) 2025 Caterpillar CS7 Paving and Compaction Roller from Peterson Caterpillar, a member of Sourcewell. The above-referenced equipment will replace one existing 2005 Bomag Compaction Roller to meet current State of California emissions requirements. Should the Board choose to declare the existing 2005 Bomag Compaction Roller as surplus, it will be sold at auction.

FINANCIAL IMPACT:
Narrative Explanation of Financial Impact:
The total cost to purchase one Caterpillar CS7 Paving and Compaction Roller is $242,653.89. For FY 25-26, Public Works budgeted $2,000,000.00 to purchase the Jaw and Cone Crusher equipment. The equipment purchase total was $1,516,175.57 with a net savings of $483,824.43. Public Works would like to use $242,653.89 of the net savings to purchase the Caterpillar CS7 Paving and Compaction Roller.
STAFFING IMPACT:
There will be no impact to current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose to not authorize the replacement of the 2005 Bomag Compaction Roller or the 2025 Caterpillar CS7 Paving and Compaction Roller. However, this is not recommended due to the continued costly repair of the aging equipment that does not meet California emission standards.
