RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Accept the donation of a $1,000 Presentation Honorarium; and 

2.                     Direct the Auditor Controller to deposit the donation of $1,000 Presentation Honorarium into the Department of Health and Human Services - Public Health Fund (1175), Budget Unit (452).

DISCUSSION:

In June 2025, the Department of Health and Human Services - Public Health Branch, (DHHS - PHB), Substance Use Prevention (SUP) staff began working with The Clinton Foundation (TCF). One of TCF’s recent initiatives has been in overdose prevention with a focus on naloxone distribution and education. As of today, the organization has distributed over 998,000 doses of naloxone through their Overdose Response Network.

 

DHHS - PHB, SUP became involved with TCF when the Department of Health Care Services (DHCS) recommended the County of Humboldt as TCF’s first rural California county to partner with because of DHHS - PHB, SUP’s leadership in rural overdose prevention work. The project that DHHS - PHB, SUP is assisting with is specifically aimed at engaging faith leaders in overdose prevention work through meetings and trainings from June 2025 through June 2026.

 

On March 12, 2026, DHHS - PHB SUP staff presented at the Empowering Faith Leaders training series with 24 County of Humboldt faith leaders as a part of TCF’s work in this area. In recognition of DHHS - PHB, SUP’s work at that event, the team lead, Katie Jo Slaughter, was offered an honorarium of $1000.00 which will be used to supplement DHHS - PHB SUP’s ongoing work in substance use prevention in the County of Humboldt. The honorarium is brought to you today for a decision on whether to accept or reject the gifts, consistent with Government Code section 25355 and the Board’s Policy on Accepting Gifts and Donations.

Narrative Explanation of Financial Impact:

Acceptance of this donation will allow DHHS - PHB to accept $1.000.00 of discretionary funds available to support with expenses that are not eligible for other grant reimbursement in Public Health Fund (1175), Substance Use Prevention (452).

 

STAFFING IMPACT:

There is no impact on staffing associated with this donation.

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

Your Board could choose not to accept this donation, however, this is not recommended as these funds will allow the program to be reimbursed for expenditures not covered by grant reimbursements.
