RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the rollover of Opioid Settlement funding in the amount of $91,523 for the period July 1, 2025, through June 30, 2026; and

2.                     Approve the attached supplemental budget (Attachment 1) for Opioid Settlement (1600600) in the amount of $91,523 for fiscal year (FY) 2025-26 (4/5 Vote Required).

DISCUSSION:

This item is requesting your Board approve a supplemental budget action to rollover Opioid Settlement funds from FY 2024-25 that are needed for one-time expenditures, detailed below:

 

$50,000 that will help with Humboldt County’s Community Health Assessment (CHA) and/or Community Health Improvement Plan (CHIP).  This health improvement approach is accomplished together with a network of collaborative partners called Live Well Humboldt. Cal Poly Humboldt’s California Center for Rural Policy will add capacity to Humboldt County Department of Health and Human Services (DHHS)-Public Health’s community health improvement process. Create and implement a process for updating the CHIP’s Priority areas and a related set of strategies, objectives and measures to track progress. Implementation with Live Well Humboldt collaboration, data collection (qualitative and/or quantitative), data analysis and summary reports.

 

$41,523 will support Humboldt County’s community Health Dashboard- Live Well Humboldt. Live Well Humboldt is a network of community health improvement collaborator committed to aligning actions to improve health across Humboldt County, centralize data collection and analysis to drive change, identify shared measures and targets for community health improvement, engage in community and creating broad ownership for local health and mobilizing support to advance health equity. The CHA is a community-wide action plan for reducing health disparities, promoting health equity and improving overall population health. The livewellhumboldt.org dashboard provides a digital site for easy access to important data indicators and to monitor the collective progress and consider adjustments to strategies as a community needs and conditions change. It also allows for public access to the CHA and the CHIP.

Narrative Explanation of Financial Impact:

There are sufficient funds in the (1600) Opioid Settlement fund balance for the rollover of funds from FY 2024-25 to fund Humboldt County’s CHA and/or CHIP, in the amount of $50,000, and the Humboldt County’s Community Health Dashboard-Live Well Humboldt, in the amount of $41,523, for FY 2025-26. The attached supplemental budget will increase appropriations in Opioid Settlement (1600600) for FY 2025-26 in the amount of $91,523.

 

STAFFING IMPACT:

There are no staffing impacts.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to approve the recommendations; however, this is not recommended as these funds are needed to support mandated services for Public Health.
