RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached first amendment to the professional services agreement with Chabot-Las Positas Community College District regarding the provision of Title IV-E training and educational services for the period of August 27, 2019 through June 30, 2020;

2.                     Approve, and authorize the Department of Health and Human Services - Child Welfare Services Director, or a designee thereof, to execute any and all subsequent amendments to the professional services agreement with Chabot-Las Positas Community College District dated August 27, 2019, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3.                     Direct the Clerk of the Board to return one (1) fully executed original copy of the attached first amendment to the professional services agreement with Chabot-Las Positas Community College District to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

Chabot-Las Positas Community College District, in collaboration with the Department of Health and Human Services - Child Welfare Services (“DHHS - Child Welfare Services”), provides training and educational services that are designed to assist child welfare providers, and other eligible populations, in serving Title IV-E eligible children in foster and adoptive care in Humboldt County.  The training and educational services provided by Chabot-Las Positas Community College District are aimed at increasing the ability of agency and county staff, parents and other care providers to provide support and assistance to foster and adoptive children.

 

On August 27, 2019 (Item C-11), the Humboldt County Board of Supervisors approved the current professional services agreement with Chabot-Las Positas Community College District regarding the provision of Title IV-E training and educational services for the period of August 27, 2019 through June 30, 2020.  On May 14, 2020, the DHHS - Child Welfare Services Director, as authorized by the Board, exercised the county’s option to extend the term of the current professional services agreement with Chabot-Las Positas Community College District to June 30, 2021.  The attached first amendment to the professional services agreement with Chabot-Las Positas Community College District will extend the term thereof to June 30, 2022, increase the maximum amount payable thereunder to Nine Million Dollars ($9,000,000.00) and adjust the rates of compensation set forth therein in order to allow DHHS - Child Welfare Services to access additional federal Title IV-E funding.

 

Accordingly, DHHS - Child Welfare Services recommends that the Board approve, and authorize the Chair of the Board to execute, the attached first amendment to the professional services agreement with Chabot-Las Positas Community College District regarding the provision of Title IV-E training and educational services for the period August 27, 2019 through June 30, 2020.  It is also recommended that the Board authorize the DHHS - Child Welfare Services Director, or a designee thereof, to execute any and all subsequent amendments to the professional services agreement with Chabot-Las Positas Community College District, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed Title IV-E training and educational services.

 

FINANCIAL IMPACT:

As noted above, the attached first amendment to the professional services agreement with Chabot-Las Positas Community College District will increase the maximum amount payable thereunder from Three Million Dollars ($3,000,000.00) for the period of August 27, 2019 through June 30, 2021 to Nine Million Dollars ($9,000,000.00) for the period of August 27, 2019 through June 30, 2022.  In no event shall the maximum amount paid under the professional services agreement with Chabot-Las Positas Community College District exceed Three Million Dollars ($3,000,000.00) per fiscal year for fiscal years 2019-2020 through 2021-2022.  However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the professional services agreement with Chabot-Las Positas Community College District in its entirety.

 

Expenditure appropriations related to the attached first amendment to the professional services agreement with Chabot-Las Positas Community College District have been included the approved fiscal year 2020-2021 budget for DHHS - Social Services budget unit 1160-511.  Funding for the attached first amendment to the professional services agreement with Chabot-Las Positas Community College District is available through federal Title IV-E revenues received by DHHS - Child Welfare Services.  As a result, approval of the attached first amendment to the professional services agreement with Chabot-Las Positas Community College District will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose to not approve the attached first amendment to the professional services agreement with Chabot-Las Positas Community College District regarding the provision of Title IV-E training and educational services.  However, this alternative is not recommended since it will limit DHHS - Child Welfare Services’ ability to provide needed Title IV-E training and educational services.
