DISCUSSION:

The Department of Health and Human Services (DHHS) currently has a professional services agreement in place with the Big Brothers and Big Sisters of the North Coast (BBBSNC) to perform one-to-one youth mentorship during the current 2021-22 Fiscal Year (FY). Youth mentorship is designed to reduce the need for child welfare and behavioral health interventions in Humboldt County.  The current professional agreement was signed by the Purchasing Agent in August of 2021. The agreement was amended in November 2021, again by the County Purchasing Agent, to amend the frequency of invoicing from quarterly to monthly, and other related payment provisions.

In March of 2022, DHHS learned that BBBSNC had exceeded their budget for FY 2021-22.  DHHS reached out to BBBSNC to inquire about the overspending and how it relates to services.  BBBSNC expressed the need for additional funds to assist in supporting one-to-one youth mentorship, due in part to increased staffing costs and increasing enrollment in the Big Brothers and Big Sisters program through June 30, 2022.

The Second Amendment before your Board today will increase the budget for the existing agreement to allow for continued services to youth through the remainder of the agreement.

FINANCIAL IMPACT:

The original professional services agreement with BBBSNC was in the amount of $60,834 and was executed by the County Purchasing Agent per the Purchasing Policy.  The second amendment is before your Board today as the increase to the budget’s maximum payable now exceeds the threshold that authorizes execution by the Purchasing Agent. The overall increase to the agreement is $41,040 (67% over original agreement), bringing the amended maximum payable to $101,874 for the current 2021-22 FY.  The cost of the agreement will reside in Fund 1160, Budget Unit 511 Social Services-CalWORKs.  The funds are reimbursable through State and Federal funds.  There is no impact to the County General Fund.

STRATEGIC FRAMEWORK:

This action supports your Board’s Strategic Framework by providing community-appropriate levels of service .

OTHER AGENCY INVOLVEMENT:

None

ALTERNATIVES TO STAFF RECOMMENDATIONS:

Your Board may choose not to approve the amended agreement with BBBSNC, however this would not allow DHHS to reimburse BBBSNC for expenses that relate to the services provided with this agreement.
