RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Receive and file the bid proposals submitted for the Measure O - 2025 Road Maintenance Project Fiberized Micro Seal, Waddington Road, Ridgewood /Walnut Roads, Indianola Cutoff; and
2. Award the project agreement to VSS International, Inc., for the total amount of $693,120; and
3. Authorize the Chair of the Board to execute the project agreement upon submittal of the appropriate bonds and insurance; and
4. Authorize the Public Works Director to execute contract change orders up to the amount of $47,000.

DISCUSSION:
On Jul. 22, 2025, the Humboldt County Board of Supervisors authorized the Clerk of the Board to advertise the Measure O - 2025 Project Fiberized Micro Seal, Waddington Road, Ridgewood /Walnut Roads, Indianola Cutoff for bids. On Aug. 5, 2025, the County of Humboldt received three bids for the project, which are attached hereto as Attachment 1.
The Department of Public Works recommends that the Board of Supervisors: receive and file the bid proposals submitted for the Measure O - 2025 Project Fiberized Micro Seal, Waddington Road, Ridgewood /Walnut Roads, Indianola Cutoff; award the project agreement to VSS International, Inc., for the total amount of $693,120; authorize the Chair of the Board to execute the project agreement upon submittal of the appropriate bonds and insurance; and authorize the Public Works Director to execute contract change orders up to the amount of $47,000.

Narrative Explanation of Financial Impact:
The Measure O - 2025 Project Fiberized Micro Seal, Waddington Road, Ridgewood /Walnut Roads, Indianola Cutoff is being funded by Measure O funds (100%). The total project cost is estimated at $831,744.00. Project costs include a contingency of 10% of the contract amount, $69,312.00; construction administration at 10% of the contract award amount, $69,312.00; and the construction contract $693,120. Expenditure appropriations relating to completion of the Measure O - 2025 Project Fiberized Micro Seal, Waddington Road, Ridgewood /Walnut Roads, Indianola Cutoff are included in the approved fiscal year (FY) 2025-26 Public Works Measure O Budget (1200342).
STAFFING IMPACT:
The recommended actions will not impact current staffing levels.

N/A
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to award the project agreement for the Measure O - 2025 Project Fiberized Micro Seal, Waddington Road, Ridgewood /Walnut Roads, Indianola Cutoff However, this alternative is not recommended because the project will restore roadways.
