RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve acceptance of $17,835 in grant funds from the California State Library, Library Services and Technology Act Sustainability Grant, for KYML;
2. Return to the Humboldt County Library the executed copies of the agreement; and
3. Approve the attached supplemental budget in the amount of $17,835 for FY 2022-23 for the Humboldt County Library Budget Unit 1500-621 (4/5 vote required).

DISCUSSION:
The Hoopa Valley Reservation (HVR) lies in a remote portion of Humboldt County, far inland from the coastal population centers. Geographic realities, limited road access, and extreme weather events frequently conspire to isolate the HVR from vital supplies and services. Tribal members have a long history of sustainability and self-sufficiency and of working in partnership to achieve community goals, such as fisheries and forestry to provide for future generations. The KYML is a partnership between the Hoopa Valley Tribe and the Humboldt County Library.
Community leaders, library staff and others, with lifelong ties to the community, consulted to develop the grant proposal.
This project will promote self-sufficiency and foster ongoing, sustainable and traditional skills and connections by:
• Creating a “library of things”-physical items (tools, cookware, sewing machines, fishing equipment, etc.) that can be checked out from the library; and
• Contracting with elders and other educators to share their knowledge of traditional technology (food cultivation, fishing, wildfire management, etc.) and to train others in their skills; and
• Forming a book group for teens, for the specific purpose of developing the next generation of community leaders; and
• Serving as a catalyst to connect multiple agencies and resources, so the library is an active contributor to the enhancement of HVR residents’ quality of life.
This grant will also fund special programming around the concepts and tools supporting sustainability; outreach efforts to raise awareness of these programs and the “library of things” collection; and the acquisition, cataloging, and processing of the collection. Finally, program coordinators will attend the California Library Association annual conference, to share experiences and lessons learned with other libraries, and inspire sustainability in other communities.
The Sustainability Grant supports the Humboldt County Library’s Strategic Plan by improving the library through the addition of materials to the collection across new formats, developing a sustainable plan to ensure a rich variety of materials, providing learning opportunities, providing access to health information, working with partners to engage and support members of the public, strengthening the role of the library as a community hub and convener, pursuing alternative sources of revenue to support new initiatives and improve sustainability by increase the use of environmentally-friendly products, processes and materials in library facilities.
The Museum and Library Services Act of 2010 federally mandates the support and development of museums and libraries nationally. Each year the California State Library receives a Library Services and Technology Act (LSTA) grant from the Institute of Museum and Library Services to support the development of California libraries.
The California grant program is based on the purposes of the Museum and Library Services Act, which include:
• Expanding services for learning and access to information and educational resources in a variety of formats, in all types of libraries, for individuals of all ages;
• Developing library services that provide all users access to information through local, state, regional, national, and international electronic networks;
• Providing electronic and other linkages among and between all types of libraries;
• Developing public and private partnerships with other agencies and community-based organizations;
• Targeting library services to individuals of diverse geographic, cultural, and socioeconomic backgrounds, to individuals with disabilities, and to individuals with limited functional literacy or information skills;
• Targeting library and information services to persons having difficulty using a library and to underserved urban and rural communities, including children (from birth through age 17) from families with incomes below the poverty line.
In accordance with the Museum and Library Services Act, California has an investment plan for 2018-2022 which outlines the State Library’s goals, objectives, and evaluation process for the funding. This plan is developed every five years with input from the library community. The priorities of this grant cycle are taken from the State Plan for LSTA.
FINANCIAL IMPACT:
The attached supplemental budget will increase the current budget for the Library in budget unit 1500-621 by $17,835. There is no impact to the county’s General Fund.
STRATEGIC FRAMEWORK:
This action supports your Board’s Strategic Framework by creating opportunities for improved safety and health protect vulnerable populations, support self-reliance of citizens, invite civic engagement and awareness of available services, foster transparent accessible user- friendly services, seek outside funding sources to benefit Humboldt County needs, engage new partners.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors could reject acceptance of the Library Services and Technology Act Sustainability Grant funding for this initiative. However, this is not recommended as traditional knowledge sharing and creating a library of things strives to enhance the daily lives of Hoopa Valley residents.
