RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the attached plans and specifications for the Shively Road (C4F012) Post Miles 0.52, 3.50, 3.51, 7.90 and 8.42 Storm Damage Repair Project; and

2.                     Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, Apr. 20, 2021 at 2:00 p.m.

DISCUSSION:

On Feb. 14, 2017, the Federal Emergency Management Agency declared a disaster for Humboldt County due to severe winter storms, flooding and mudslides.  Shively Road (C4F012) Post Miles 0.52, 3.50, 7.90 and 8.42, located near the communities of Scotia and Shively in the central area of Humboldt County, experienced roadway failures due to saturated embankment soils slipping beneath the roadway and heavy rainfall overwhelming existing drainage facilities.  The embankment failures resulted in lane closures and additional hazards to commuters on Shively Road. Additionally, heavy rains from another federally declared disaster on Feb. 24, 2019 caused new damage at Shively Road PM 3.51.

 

Between Apr. 10, 2018 and Apr. 21, 2020, the Humboldt County Department of Public Works (“Public Works”) received approval from the Federal Emergency Management Agency to proceed with the Shively Road (C4F012) Post Miles 0.52, 3.50, 3.51, 7.90 and 8.42 Storm Damage Repair Project.  Public Works prepared the attached plans and specifications based on geotechnical studies prepared by Crawford and Associates.  The work proposed in the attached plans and specifications consists of constructing rock slope buttresses, replacing culverts, installing underdrainage, restoring the road surface to pre-disaster conditions with hot mix asphalt and aggregate base and installing sediment and erosion control items.

 

Accordingly, Public Works recommends that the Board of Supervisors approve the attached plans and specifications and advertise the Shively Road (C4F012) Post Miles 0.52, 3.50, 3.51, 7.90 and 8.42 Storm Damage Repair Project.

 

FINANCIAL IMPACT:

There is no financial commitment until the Shively Road (C4F012) Post Miles 0.52, 3.50, 3.51, 7.90 and 8.42 Storm Damage Repair Project is awarded. This project is being funded by Federal Emergency Management Agency Disaster Funds (75%), California Governor’s Office of Emergency Services funding (18.75%) and the Humboldt County Road Fund (6.25%).  The engineer’s cost estimate for the project is Two Million Three Hundred Ninety-Seven Thousand Six Hundred Twenty-Five Dollars ($2,397,625).  The Humboldt County Road Fund will be responsible for One Hundred Forty-Nine Thousand Eight Hundred Fifty-One Dollars and Fifty-Six Cents ($149,851.56) of the costs associated with the Shively Road (C4F012) Post Miles 0.52, 3.50, 3.51, 7.90 and 8.42 Storm Damage Repair Project.

 

Expenditure appropriations related to completion of the Shively Road (C4F012) Post Mile 0.52, 3.50, 3.51, 7.90 and 8.42 Storm Damage Repair Project have been included in the approved fiscal year 2020-2021 budget for Road Fund budget unit 321-2118.  As a result, the Shively Road (C4F012) Post Miles 0.52, 3.50, 3.51, 7.90 and 8.42 Storm Damage Repair Project will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to approve the attached plans and specifications for the Shively Road (C4F012) Post Miles 0.52, 3.50, 3.51, 7.90 and 8.42 Storm Damage Repair Project.  However, this alternative is not recommended because the project will restore the roadway failures to pre-disaster conditions using funds that would not otherwise be available to the County of Humboldt.
