RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Director of Aviation to execute, the attached Professional Services Agreement with Armstrong Consultants, Inc. for Construction Administration and Inspection Services for Rehabilitation of Airport Parking Lots in the amount of $516,129 for the period of June 27, 2023 through June 30, 2024; and

2.                     Authorize the Director of Aviation to execute any and all subsequent amendments, up to 10% of the total project cost, to the attached Professional Services Agreement with Armstrong Consultants, Inc., after review and approval by County Counsel, Risk Management, and the County Administrative Office.

DISCUSSION:

 On Aug. 16, 2022, Humboldt County, Department of Aviation entered into a professional services agreement with Armstrong Consultants for Parking Lot Rehabilitation Design.  The signed agreement engaged Armstrong to produce final engineering design, prepare documents, and manage the bidding process for the Parking Lot Rehabilitation project at the California Redwood Coast-Humboldt County Airport ACV.  The electrical design work was done locally by engineers at the Schatz Energy Research Center (SERC) at Cal Poly Humboldt to ensure compatibility with the Redwood Coast Airport Microgrid (RCAM) Project that was previously completed at the ACV Airport with SERC and the Redwood Coast Energy Authority (RCEA). 

 

On May 16, 2023, your Board approved the bid authorization for the rehabilitation of the ACV parking lots. The bid package included replacement of parking lot pay booths with a modernized electronic payment and customer service communications equipment, milling and removing dilapidated asphalt surfacing, leveling the surface area for ADA compliance, and replacement of the asphalt with a new surface.  Electrical work associated with this project includes new pole locations to conform to the new parking lot spatial alignment and the installation of infrastructure for up to 50 new electric vehicle charging stations, of which at least four will provide Vehicle to Grid (V2G) capabilities. 

 

The attached Professional Services Agreement would engage Armstrong Consultants to manage construction period services on behalf of the Department of Aviation through the following elements: project development and coordination with the Federal Aviation Administration (FAA); construction administration services; construction inspection services; electrical engineering construction administration support; parking lot management contract admin support. Armstrong has been assisting airports, like ACV, for nearly 50 years with similar projects. 

 

The FAA requires that airports select engineers, planners, and project managers to assist with their projects based on qualifications.  On April 27, 2021, your Board approved a pre-qualification list for airport consultants. Armstrong Consultants, Inc. was pre-qualified on that list. Additionally, the FAA requires airports to conduct an Independent Fee Evaluation (IFE) to ensure that the proposed fees for services rendered are fair and equitable.  The fees of $516,129 proposed by Armstrong were 6.3%, or $35,174.43 lower than the fees that would be charged by a like firm in their IFE analysis.   

 

Accordingly, the Department of Aviation recommends that the Board of Supervisors approve, and authorize the Director of Aviation, or designee thereof, to execute, the attached Professional Services Agreement with Armstrong Consultants, Inc. for Construction Administration and Inspection Services for Rehabilitation of Airport Parking Lots in the amount of $516,129 for the period of June 27, 2023 through June 30, 2024. Staff also recommends that the Board authorize the Director of Aviation, or designee thereof, to execute any and all subsequent amendments, up to 10% of the total project cost, to the attached Professional Services Agreement with Armstrong Consultants, Inc., after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays.

Narrative Explanation of Financial Impact:

The attached Professional Services Agreement with Armstrong Consultants, Inc. has a total amount payable of $516,129 for the period of June 27, 2023 through June 30, 2024.  The cost of the above-mentioned project will be 100% paid for by previously accepted CARES Act Grant funding and has been budgeted in the fiscal year 2023-24 proposed budget for Aviation Capital Projects (3539170).  As a result, approval of the agreement with the Armstrong Consultants, Inc. will not impact the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose not to approve the agreement or allow the Director of Aviation, or designee thereof, to sign such agreements. However, this alternative is not recommended as it will inhibit the ability for the Department of Aviation to address multiple ADA improvements to the current Terminal Parking Lot Facilities, not allow for the rehabilitation of pavement that is well beyond its useful life, and not allow for the improvement of the customer service experience with customers utilizing the paid parking facilities at ACV.
