RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution authorizing the Humboldt County Department of Public Works to accept federal funding made available through the California Department of Transportation for replacement of the Hammond Trail Bridge over the Mad River; and
2. Direct the Clerk of the Board to return a fully executed certified copy of the attached resolution to the Humboldt County Department of Public Works for submission to the California Department of Transportation.

DISCUSSION:
Humboldt County was awarded $5,000,000 through the Community Project Funded Congressional Directed Spending Program, with support from Congressman Jared Huffman and Senator Alex Padilla, to replace the Hammond Trail Bridge over the Mad River. This bridge provides a critical active transportation route between Arcata and McKinleyville and provides a gateway to the Hammond Coastal Trail between Mad River Beach and Clam Beach. The bridge is a former railroad bridge that was re-purposed for bicycle and pedestrian use in 1983. The steel components of the bridge have suffered rust and deterioration and must be replaced. The Humboldt County Department of Public Works will evaluate whether the existing piers can be retained with a new superstructure or whether a completely new structure will need to be constructed on a new, parallel alignment. The initial technical studies include preparing a Preliminary Foundation Report, Structure Type Selection Report, and Hydraulics Report. Following these initial technical studies, the project will go through preliminary engineering, environmental review, permitting, right-of-way, and final design prior to construction.
The California Department of Transportation requires that recipients of funding made available under the Community Project Funded Congressional Directed Spending Program adopt a resolution authorizing the acceptance of funds for the stated purpose and the execution and delivery of a grant agreement, and any future amendments thereto, along with any and all other documents required or deemed necessary or appropriate to secure and accept such funding and/or complete the proposed project.
Accordingly, the Humboldt County Department of Public Works recommends that the Board adopt the attached resolution (Attachment 1) which affirms the Humboldt County Board of Supervisors’ desire to program the aforementioned funds for replacement of the Hammond Trail Bridge and authorizes the Humboldt County Public Works Director, or a designee thereof, to execute any and all agreements, amendments and other documents necessary to accept the grant funding made available through the California Department of Transportation.

Narrative Explanation of Financial Impact:
The California Department of Transportation is prepared to program Five Million Dollars ($5,000,000) that was awarded for the project through the Community Project Funded Congressional Directed Spending Program. No match is required. These funds were incorporated into the adopted fiscal year 2023-2024 budget at expenditure line 1710715-4555. The total project cost will not be known until further engineering and technical studies are performed. If additional funding is needed, the Public Works Department expects to apply for additional state or federal funds. As a result, adoption of the attached resolution is not expected to impact the Humboldt County General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to approve the attached resolution authorizing the Humboldt County Department of Public Works to accept funding made available through the California Department of Transportation for replacement of the Hammond Trail Bridge. However, this alternative is not recommended as it would prevent the Humboldt County Department of Public Works from replacing this important piece of infrastructure for regional trails.
