RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Receive and file the bid proposals submitted for the Measure O - 2026 Road Maintenance Surfacing Project Bald Hills Road (Phase II); and
2. Award the project agreement to Kernen Construction for the total amount of $1,168,584; and
3. Authorize the Chair of the Board to execute the project agreement upon submittal of the appropriate bonds and insurance; and
4. Authorize the Public Works Director to execute contract change orders up to the amount of $70,900.

DISCUSSION:
On June 23, 2026, the Humboldt County Board of Supervisors authorized the Clerk of the Board to advertise the Measure O - 2026 Road Maintenance Surfacing Project Bald Hills Road (Phase II) for bids. On July 14, 2026, the County of Humboldt received four (4) bids for the project, which are attached hereto as Attachment 1.
The Department of Public Works recommends that the Board of Supervisors: receive and file the bid proposals submitted for the Measure O - 2026 Road Maintenance Surfacing Project Bald Hills Road (Phase II); award the project agreement to Kernen Construction for the total amount of $1,168,584; authorize the Chair of the Board to execute the project agreement upon submittal of the appropriate bonds and insurance; and authorize the Public Works Director to execute contract change orders up to the amount of $70,900.

Narrative Explanation of Financial Impact:
The Measure O - 2026 Road Maintenance Surfacing Project Bald Hills Road (Phase II) is being funded by Measure O funds (100%). The total project cost is estimated at $1,402,300.00. Project costs include a contingency to support a contract term extension amount, $116,858; construction administration at 10% of the contract award amount, $116,858; and the construction contract, $1,168,584. Expenditure appropriations relating to completion of the Measure O - 2026 Road Maintenance Surfacing Project Bald Hills Road (Phase II) are included in the approved fiscal year (FY) 2026-27 Public Works Measure O Budget (1200342).

This recommended action will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to award the project agreement for the Measure O - 2026 Road Maintenance Surfacing Project Bald Hills Road (Phase II). However, this alternative is not recommended because the project will restore roadways using Measure O funds.
