STRATEGIC PLAN:
This action supports the following areas of your Board’s Strategic Plan.
Area of Focus: Core Services/Other
Strategic Plan Category: 9999 - Core Services/Other
DISCUSSION:
HCSO BS&E focuses mainly on boating safety through education and outreach. This is achieved through vessel inspections for safety equipment and current registrations. Inspections are most often done during field contacts at local marinas and boat ramps, as well as boat patrols on the waterways. In addition, the BS&E program assists with search and rescue operations for over 500 miles of freshwater river systems and over 400 square miles of saltwater along the Humboldt Bay.
The State Parks program requires the county to provide this Resolution with the application packet. If awarded, the funds would be used to support one full-time Deputy Sheriff with the primary duties of enforcement of state and local laws and regulations for boating activities, inspection of vessels for compliance, supervision of organized on-the-water boating activities and search and rescue operations originating from on-the-water activities. The funding also covers extra-help and overtime of other Deputy Sheriffs providing services specific to enforcing boating laws.

Narrative Explanation of Financial Impact:
If awarded, HCSO will include the award as part of the annual budget submittal for fiscal year (FY) 2025-26 in budget unit 1100221900. It is anticipated that the award will be similar to FY 2024-25 award in the amount of $121,530.
STAFFING IMPACT:
Award of this funding will allow HCSO to maintain existing staffing levels. Currently 0.75 FTE Deputy Sheriff is assigned to support Boating Safety and patrols of Humboldt County waterways covered by grant funds. There are also highwater usages seasons and special events in which the grant covers approximately 400 additional Deputy Sheriff overtime hours.
OTHER AGENCY INVOLVEMENT:
California State Parks and Recreation, Division of Boating and Waterways
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could deny the authorization to participate in the BS&E Program, however this is not recommended as these funds cover expenses related to the county's boating safety and enforcement activities. Without this funding HCSO would be forced to curtail or terminate the program.
