RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Adopt the amended and retitled job classification of Youth Support Specialist I/II (class #1735, salary range 369/389, Unit 1) (replacing Children Center Specialist I/II) into the classification plan effective immediately;

2.                     Adopt the amended and retitled job classification of Senior Youth Support Specialist (class #1736, salary range 409, Unit 1) into the classification plan effective immediately; and

3.                     Adopt Resolution No. _________ (Attachment 4) approving 1) amendments to the Memorandum of Understanding between the County of Humboldt and the American Federation of State, County and Municipal Employees (AFSCME) local 1684 and 2) Adopting a Comprehensive Compensation Schedule and Classification Summary (Attachment 3) effective May 18, 2021.

DISCUSSION:

The amended and retitled classifications of Youth Support Specialist I/II and Senior Youth Support Specialist were developed to address the Department of Health and Human Service’s (DHHS) need to monitor behavior and assist with supervision of children and adolescents in a residential or community setting most often because of a child’s connection to Child Welfare Services (CWS).

 

The adoption of these classifications will increase DHHS’s ability to more effectively serve children, adolescents, and foster care providers while also assisting other DHHS CWS personnel who are currently filling this role on an ad hoc basis.

 

In anticipation of the approval of these classifications, DHHS budgeted for two Youth Support Specialist I/II positions and one Senior Youth Support Specialist in their FY 20-21 budget. Due to this fact, there are no additional financial impacts to these recommendations.

 

FINANCIAL IMPACT:

There are no additional financial impacts to these recommendations. DHHS will budget accordingly for their allocated positions moving forward.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to adopt these amended and retitled classifications. This is not recommended as this will not allow DHHS to recruit and retain the needed staff to meets the needs of the community.
