RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the attached plans and specifications for the Public Works Measure O - 2026 Road Maintenance Surface Management Project, Multiple Locations;

2.                     Find that the project is exempt from environmental review pursuant to Section 15301 and 15302 of the California Environmental Quality Act (CEQA) Guidelines; and

3.                     Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, Apr. 14, 2026, at 2 p.m.

DISCUSSION:

The Public Works Measure O - 2026 Road Maintenance Surface Management Project consists of a scrub chip seal followed by fog seal, cape seal including a scrub chip seal followed by fiberized micro seal, and double sealing by applying two lifts of fiberized micro seal. These projects are in multiple locations throughout the county as shown in the attached project special provisions.

 

The Public Works Measure O - 2026 Road Maintenance Surface Management Project mentioned herein falls under Categorical Exemption Class 1 (Existing Facilities) and Class 2 (Reconstruction) under State CEQA Guidelines Section 15301 and 15302. This exemption applies to projects that are existing facilities and consist of repair, maintenance, or minor alteration of existing facilities. Resurfacing of existing structures on the same site with the same purpose and capacity is appropriate for existing facilities maintained by the Public Works Department.

 

Accordingly, Public Works recommends that the Board of Supervisors approve the attached project special provision; find that the project is exempt from environmental review pursuant to Section 15301 and 15302 of the CEQA Guidelines; and advertise the Public Works Measure O - 2026 Road Maintenance Surface Management Project, Multiple Locations.

Narrative Explanation of Financial Impact:

There is no financial commitment until the Public Works Measure O - 2026 Road Maintenance Surface Management Project is awarded. This project is being fully funded by Public Works Measure O. The engineer’s cost estimate for the project is $2,261.000.

 

Expenditure appropriations related to completion of the proposed Public Works Measure O - 2026 Road Maintenance Surface Management Project are included in the approved fiscal year 2025-26 budget for the Public Works Measure O budget unit 1200-342.

There is no impact to current staffing levels related to the advertisement of the Public Works Measure O - 2026 Road Maintenance Surface Management Project, Multiple Locations.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

Your Board could choose not to approve the project; however, staff does not recommend this alternative since the project will restore roadways using local funds that would not otherwise be available to the County of Humboldt.
