RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve and authorize the Chair of the Board to execute the attached Professional Services Agreement with Mead & Hunt for the Wildlife Hazard Assessment and Management Plan;

2.                     Authorize the Director of Aviation to execute any amendments and successor agreements after review by County Counsel and Risk Management; and

3.                     Direct the Clerk of the Board to return the original signed agreement to the Department of Aviation.

DISCUSSION:

The Federal Aviation Administration (FAA) requires Commercial Service Airports to maintain a safe operating environment, which includes conducting Wildlife Hazard Assessments and preparing Wildlife Hazard Management Plans. 

 

A previous Wildlife Hazard Assessment (WHA) was conducted from 2011 to 2012, and the WHA was accepted by the FAA in 2013.  The WHA concluded that a Wildlife Hazard Management Plan (WHMP) was warranted in accordance with Title 14 of the Code of Federal Regulations (CFR) Part 139; however, the Wildlife Hazard Management Plan was never developed.  The 2013 Wildlife Hazard Assessment data is now greater than five years old and therefore ineligible to be used to support WHMP preparation.   

 

The Department of Aviation previously applied for, and accepted, FAA Grant Number 3-06-0010-052-2021 to cover 100% of the cost for conducting this assessment and implementing a Management Plan, in accordance with FAA regulations.

 

A Request for Qualifications (RFQ) was conducted earlier this year in accordance with the FAA regulations and was presented to, and approved by, the Board of Supervisors on April 27, 2021. 

 

FINANCIAL IMPACT:

The maximum amount payable for services rendered, and costs and expenses incurred, pursuant to the terms and conditions of this Agreement is $118,812.  There is no impact to the general fund. These expenses will be reimbursed to the County of Humboldt through the previously accepted FAA Airport Improvement Program (AIP) Grant, No 3-06-0010-052-2021.

This action supports your Board’s Strategic Framework by seeking outside funding sources to benefit Humboldt County needs facilitating public/private partnerships to solve problems

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may decide not to authorize the agreement with Mead and Hunt.  However, this is not recommended due to potential impacts outlined below:

                     The county would be forfeiting a FAA AIP Grant that will reimburse the County of Humboldt for 100% of costs, up to $118,812, for this project.

                     The Aviation Department would be in a position of non-compliance with FAA regulatory requirements and grant assurances.

                     Continued non-compliance with FAA regulatory requirements could negatively impact safety of the traveling public.
