RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve Award Number 922564 between the Humboldt County Sheriff’s Office (HCSO) and the California Department of Public Health (CDPH) (Attachment #1);

2.                     Authorize the Chair of the Board, Sheriff, Correctional Captain and Deputy Director of Financial and Support Services to execute all necessary contracts, Memorandums of Understanding, agreements and amendments thereto, in the name of the County of Humboldt, with prior review and approval by the CAO’s office, County Counsel, and Risk; 

3.                     Authorize the Chair of the Board, Sheriff, Correctional Captain and Deputy Director of Financial and Support Services to execute all other certifications, assurances, or documents required by the California Department of Public Health (CDPH), such authorization shall be retroactive to July 1, 2023, to facilitate documents that need to be signed timely for this grant; and

4.                     Approve the supplemental budget (Attachment #2) in the amount of $350,000 for Fiscal Year (FY) 2023-24 for the California Providing Access and Transforming Health (PATH) Justice-Involved (JI) Round 3 Planning and Capacity Building Program Grant (4/5 Vote Required).

DISCUSSION:

The California PATH JI Round 3 Planning and Capacity Building Program provides small planning grants to correctional agencies (or an entity applying on behalf of a correctional agency) to support both planning and implementation of justice-involved re-entry services, including investments in capacity and IT systems that are needed to effectuate Medi-Cal justice-involved re-entry services.  This program is a requirement of the state as part of CA Section 1115 demonstration and 1915(b) waiver.

 

The services provided with PATH 3 funding will allow eligible Californians who are incarcerated to enroll in Medi-Cal and receive a targeted set of services in the 90 days before their release. This initiative aims to ensure continuity of health care coverage and services between the time they are incarcerated and when they are released. It also provides people who are reentering the community with the prescribed medications and durable medical equipment (DME) they need, and access to programs and services to support this important transition.

 

The Humboldt County Correctional Facility (HCCF) has received notice of approval for up to $3,500,000.00 for the multi-year grant period.  Correctional facilities are mandated to go-live with pre-release services no sooner than October 1, 2024, and no later than September 30, 2026.  CDPH will release 10% of the award ($350,000) within 90 days of application approval.  An additional 60% will be released upon approval by CDPH of the implementation plan, which is to be submitted within 180 days of application approval.  Another 15% of requested funding will be released when agency has successfully implemented 50% of operational criteria, and the final 15% will be released upon approval of the final progress report.  This grant does not have a matching requirement.

 

HCCF is requesting approval retroactive to July 1, 2023 when HCCF had to submit the online application on very short notice.

Narrative Explanation of Financial Impact:

HCCF is currently in the planning stages for an implementation plan which may include infrastructure expenses, professional services from outside agencies and/or vendors, or may require hiring of new staff. HCCF is requesting a supplemental budget for FY2023-24 of $350,000 in Fund 1100, budget unit 243901 under the Services & Supplies category as a placeholder.  Should fixed assets or staff allocations become part of the plan, then an agenda item will be brought to your board at that time for the necessary appropriation transfers.  Remaining funds will be included in the future fiscal years’ annual budget cycles.

 

STAFFING IMPACT:

HCCF is currently in the planning stages for an implementation plan.  It is possible that funding may be used to request staffing as needed to implement the plan. Any staffing requests as part of the plan will be submitted with the FY2024-25 budget submission or will be brought back to your board for approval and allocation.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The board may decline this award, however that is not recommended as essential funding to help implement Medi-Cal justice-involved re-entry services would be lost and the county would have to find other funding sources to implement these services.
