RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the grant agreement with the Department of Public Health - Office of AIDS for the term of July 1, 2023, through June 30, 2027;

2.                     Authorize the Director of Public Health, or designee thereof, to execute, the attached grant agreement with the California Department of Public Health (CDPH), Office of AIDS regarding the implementation of the AIDS Drug Assistance Program (ADAP) in Humboldt County for the period of July 1, 2023, through June 30, 2027;

3.                     Authorize the Director of Public Health, or designee thereof, to sign all future amendments and documents directly related to this grant agreement upon review and approval of County Counsel and Risk Management; and

4.                     Direct the Clerk of the Board to return one (1) copy of the certified board report to the Department of Health and Human Services (DHHS) - Contract Unit.

DISCUSSION:

The AIDS Drug Assistance Program (ADAP) helps ensure that people living with HIV and AIDS who are uninsured and underinsured have access to medication. People applying for ADAP must do so at a certified enrollment site with a certified enrollment worker. DHHS - Public Health is the only certified enrollment site in Humboldt County. Individuals who are enrolled in ADAP may also be eligible for the Health Insurance Premium Payment (HIPP) program, or the Medicare Part D Premium Payment (MDPP) program.

 

The HIPP program is a subsidy program that pays monthly health insurance premiums for ADAP clients. Individuals enrolled in the HIPP Program are also eligible for the Medical Out-of-Pocket Benefit, which covers outpatient medical out-of-pocket costs that count towards the client's health insurance policy's annual out-of-pocket maximum.

 

The MDPP program pays Medicare Part D and Medigap insurance premiums for individuals who are enrolled in ADAP and a Medicare Part D prescription drug plan. Individuals enrolled in the MDPP Program are also eligible for the Medical Out-of-Pocket Benefit. 

 

On February 11, 2014, your Board approved an agreement with the CDPH Office of AIDS to establish DHHS - Public Health as an enrollment site for ADAP. The agreement before your Board today will continue to designate DHHS - Public Health as an enrollment site for ADAP. 

 

This contract includes a payment provision that will allow reimbursement based on the number of people enrolled in ADAP.

Narrative Explanation of Financial Impact:

The agreement before your Board today will allow DHHS - Public Health, in fund 1175, budget unit 437005- State ADAP Grant to be reimbursed for providing ADAP services for the period of July 1, 2023, to June 30, 2027. Amounts are subject to variation dependent on the number of enrollment services completed. The program estimates $15,000 will be received in fiscal year (FY) 2023-24. This has been included in the FY 2023-24 proposed budget. The funding amount generated from this agreement will be included in the annual budget process for future fiscal years.

 

STAFFING IMPACT:

Narrative Explanation of Staffing Impact:

This program uses existing staff (0.39 FTE Health Client Service Worker) to execute an existing program. There is no additional staffing impact caused by the acceptance of this grant agreement.

This action supports your Board’s Strategic Framework priority of creating opportunities for improved safety and health, protecting vulnerable populations, and providing community-appropriate levels of service.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose not to approve the recommendations, which would result in a loss or delay of funding and services to the County.
