RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Authorize the resolution for consolidation and performance of services by the Registrar of Voters in elections to be held within Humboldt County (4/5th Vote Required).

DISCUSSION:

The County of Humboldt Office of Elections has received requests from the City of Arcata, City of Blue Lake, City of Eureka, City of Ferndale, City of Fortuna, City of Rio Dell, City of Trinidad, Redwoods Community College District, Fortuna Union High School District, Kneeland Fire Protection District, Peninsula Community Services District, Arcata School District, Ferndale Unified School District, Cutten School District, Arcata Protection District, and the Humboldt County Board of Education pursuant to California Elections Code Sections 10403 and 10002 to consolidate an election with the upcoming Nov. 5, 2024, General Election. Formerly it has been the practice prior to each statewide election to request the Board of Supervisors approve the consolidation request of each district, city, or other political subdivision individually. With the deadline to receive consolidation requests mandated at 88 days prior to the election it would be most efficient to allow the Registrar of Voters to approve requests for consolidation pursuant to California Elections Code Section 10400 given that Humboldt County is reimbursed for all election services rendered. This will allow for all public districts, cities, and political subdivisions within Humboldt County to have access to secure election services upon request to consolidate their election with an upcoming statewide election.

FINANCIAL IMPACT:

Election consolidation will ultimately not impact the General Fund. All funds advanced by the General Fund will be fully reimbursed by the cities and districts.

All public districts, cities, and political subdivisions within Humboldt County

ALTERNATIVES TO STAFF RECOMMENDATIONS:

You Board could not approve the consolidation and performance of services by the Registrar of Voters in elections as described. However, this is not recommended as public districts, cities, and political subdivisions within Humboldt County may not have the resources to conduct fair and secure elections according to California Elections Code.
