Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached memorandum of understanding with the City of Eureka regarding the provision of funding for the purpose of supporting the Betty’s Community Housing Project;
2. Authorize the County Administrative Officer, or a designee thereof, to execute any and all subsequent amendments to the attached memorandum of understanding with the City of Eureka, after review and approval by County Counsel and Risk Management; and
3. Direct the Clerk of the Board to return one (1) fully executed original copy of the attached memorandum of understanding with the City of Eureka to the County Administrative Office - Management and Budget Team for further processing.

DISCUSSION:
In accordance with the applicable Homeless Strategy and Implementation Plan and Housing First Model, the County of Humboldt has identified several goals and objectives pertaining to the reduction of homelessness in Humboldt County, including, without limitation, the provision of rental assistance, housing relocation and stabilization, outreach, coordination, homelessness prevention, shelter diversion, case management and/or supportive services that are designed to allow individuals and families who are, or are at risk of, experiencing homelessness to obtain and maintain stable housing.
On January 23, 2018, the Board approved an allocation of One Hundred Thousand Dollars ($100,000.00) to the City of Eureka for the purpose of supporting the Betty’s Community Housing Project, which will provide housing relocation and stabilization services that are consistent with the County of Humboldt’s goals and objectives for reducing homelessness within Humboldt County. Since that time, the City of Eureka has begun the permitting process to permanently place housing units at Hilfiker Lane in Eureka, and are now ready to move forward with the planning and eventual construction of the housing site.
The attached memorandum of understanding establishes a framework for the transfer of funds and sets forth the roles and responsibilities regarding the transfer and expenditure of the homelessness prevention funds that were allocated to the City of Eureka in 2018. Approval of the attached memorandum of understanding with the City of Eureka will complete the steps to increase affordable housing within Humboldt County that were initiated by the Board in January 2018.
Accordingly, it is recommended that the Board approve, and authorize the Chair of the Board to execute, the attached memorandum of understanding with the City of Eureka regarding the provision of funding for the purpose of supporting the Betty’s Community Housing Project. It is also recommended that the Board authorize the County Administrative Officer, or a designee thereof, to execute any and all subsequent amendments to the attached memorandum of understanding with the City of Eureka, after review and approval by County Counsel and Risk Management, in order to avoid any unnecessary delays in the planning and construction of the Betty’s Community Housing Project.
FINANCIAL IMPACT:
The attached memorandum of understanding with the City of Eureka has a maximum amount payable of One Hundred Thousand Dollars ($100,000.00) for the period of July 20, 2021 through June 30, 2023. Expenditure appropriations related to the attached memorandum of understanding with the City of Eureka have been included in the fiscal year 2021-2022 budget for General Fund budget unit 1100-199.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations and by building interjurisdictional and regional cooperation.
OTHER AGENCY INVOLVEMENT:
None
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached memorandum of understanding with the City of Eureka regarding the provision of funding for the purpose of supporting the Betty’s Community Housing Project. However, this alternative is not recommended as it will not allow for the furtherance of the County of Humboldt’s goals and objectives for reducing homelessness within Humboldt County.
