SUBJECT:title

Professional Services Agreement with North Coast Nurture Center for Administrative Support Services Related to Implementation of the Infant-Family and Early Childhood Mental Health Certificate Training Program in the Amount of $118,250end

 

RECOMMENDATION(S):Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with the North Coast Nurture Center regarding the provision of administrative support services related to implementation of the Infant-Family and Early Childhood Mental Health Certificate Training Program in an amount not to exceed $118,250 for the period of Oct. 7, 2025 through June 30, 2026; and

2.                     Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with North Coast Nurture Center, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3.                     Direct the Clerk of the Board to return one (1) fully executed original copy of the attached professional services agreement with North Coast Nurture Center to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

Infant-Family and Early Childhood Mental Health Curriculum addresses the social-emotional wellbeing of young children between zero to five years of age and provides a framework of promotion, preventative-intervention and treatment approaches within the context of the child’s relationship to their parents and/or caregiver. Providing mental health services to infants and young children is a skillset that requires specialized training. It is critical, in this time of development, to understand how to work in partnership with families so that children can access appropriate intervention and treatment for early recovery. Presently, there is a shortage of individuals trained in Infant-Family and Early Childhood Mental Health.

 

The Humboldt Infant-Family and Early Childhood Mental Health Certificate Training Program was developed to increase workforce capacity to address the social and emotional needs of our young children and their families.  Implementation of the Infant-Family and Early Childhood Mental Health Certificate Training Program will reinforce the community mission of establishing and maintaining programs that contribute to the health, safety and wellbeing of children living within Humboldt County. 

 

The attached professional services agreement with North Coast Nurture Center will allow for the provision of administrative support services that are designed to assist the Humboldt County Department of Health and Human Services - Behavioral Health with implementation of the Infant-Family and Early Childhood Mental Health Certificate Training Program in Humboldt County for the period of Oct. 7, 2025 through June 30, 2026. 

 

Accordingly, the DHHS - Behavioral Health recommends that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with North Coast Nurture Center regarding the provision of administrative support services related to implementation of the Infant-Family and Early Childhood Mental Health Certificate Training Program in Humboldt County for the period of Oct. 7, 2025 through June 30, 2026.  It is also recommended that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with North Coast Nurture Center, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the implementation of the Infant-Family and Early Childhood Mental Health Certificate Training Program in Humboldt County.

The attached professional services agreement with North Coast Nurture Center has a maximum amount payable of $118,250 for the Period of Oct. 7, 2025 through June 30, 2026.  However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with North Coast Nurture Center in its entirety.

 

Expenditure appropriations related to the attached professional services agreement with North Coast Nurture Center have been included in the approved fiscal year 2025-26 budget for DHHS - Behavioral Health budget unit 1170-477. Funding for the attached professional services agreement with North Coast Nurture Center is available through Mental Health Services Act (MHSA) revenues received by DHHS - Behavioral Health. Though not mandated, these services are included in the approved three-year MHSA plan.

 

STAFFING IMPACT:

Approval of the attached professional services agreement with the North Coast Nurture Center will not impact current staffing levels.

 

OTHER AGENCY INVOLVEMENT:

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to approve the attached professional services agreement with North Coast Nurture Center regarding the provision of administrative support services related to implementation of the Infant-Family and Early Childhood Mental Health Certificate Training Program in Humboldt County.  However, this alternative is not recommended since implementation of the Infant-Family and Early Childhood Mental Health Certificate Training Program will allow for an expanded workforce necessary to meet the social, emotional and educational needs of infants and young children and families in Humboldt County.
