That the Board of Supervisors:
1. Authorize the purchase of two (2) Polaris Ranger Crew XP 1000 NorthStar Premium Utility Vehicles.

DISCUSSION:
The Humboldt County Department of Aviation operates six county-owned airports that have a cumulative total of 1,102 Acres. Currently, staff use full-sized fleet vehicles averaging approximately 12-14 miles-per-gallon (mpg) as their primary mode of transportation when maintaining the 1,102 acres. Daily maintenance activities include fence line inspections, runway/taxiway inspections, inspections of construction sites, transportation of small materials, airfield lighting repairs, pavement maintenance, painting activities and other transportation.
Each of the county-owned airports have at least some areas which are inaccessible to a typical full-sized vehicle due to brushy or wooded areas, steep terrain, and other terrain conditions, including the land surrounding these airports that would need to be accessed in the event of an off-airport aircraft incident.
Furthermore, Humboldt County’s Part 139 Commercial Service Airport, California Redwood Coast-Humboldt County Airport, has federal requirements to conduct daily perimeter inspections to ensure fencing meets requirements of applicable Federal Aviation Administration (FAA) Part 139 and Transportation Security Administration (TSA) Part 1542 security regulations to prevent inadvertent entry to the airport movement area by unauthorized persons, vehicles, and wildlife. Currently, the department conducts daily fence line inspections through rugged terrain causing additional wear on full-sized vehicles
Due to the frequency of use, rugged terrain traversed, and inefficient fuel economy, there is a need to upgrade to more mobile, efficient, and fuel friendly utility vehicles to service county airports.
The quoted Polaris Ranger Crew XP 1000 NorthStar Premium utility vehicles feature advanced-terrain tires, 4,500 lb winches, 2,500 hitch towing, strobe lights, class-leading towing, payload, and box capacity, 11” suspension, and an average fuel economy of 22-24 mpg.
The Department of Aviation followed Purchasing Policy guidelines and received the attached quote through Polaris, which includes federal competitively solicited cooperative pricing through Sourcewell, of which the county is a member.
FINANCIAL IMPACT:
The total cost for the purchase of two Polaris Ranger Crew XP 1000 utility vehicles, and accompanying accessories, is $62,918.60. This will be paid for using previously granted Federal Aviation Administration (FAA) CARES Act Funding. Therefore, there is no impact to the General Fund. Funds for this purchase have been included in the fiscal year 2022-23 recommended budget.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to approve the purchase of two Polaris Ranger Crew XP 1000 utility vehicles. However, this alternative is not recommended as it would hinder the ability for the Department of Aviation to efficiently conduct inspections and maintain airfield runways and fence lines, as mandated by the Federal Aviation Administration and Transportation Security Administration (TSA).
