RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Waive the requirements of the Humboldt County Nuclear-Free Ordinance with regard to the attached grant agreement with Partnership HealthPlan of California;

2.                     Approve, and authorize the Chair of the Board to execute, the attached grant agreement with Partnership HealthPlan of California regarding implementation of the Wellness and Recovery Quality Improvement Program in Humboldt County for the period of July 1, 2021 through June 30, 2022;

3.                     Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to, and any other agreements, certifications, attestations and documents directly associated with, the attached grant agreement with Partnership HealthPlan of California, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

4.                     Direct the Clerk of the Board to return one executed original copy of the attached grant agreement with Partnership HealthPlan of California to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

The Humboldt County Department of Health and Human Services - Behavioral Health (DHHS - Behavioral Health) participates in a joint regional model of the Drug Medi-Cal Organized Delivery System with Partnership HealthPlan of California and six other northern California counties.  The Drug Medi-Cal Organized Delivery System provides a continuum of care modeled after the American Society of Addiction Medicine Criteria for the provision of substance use disorder treatment services to eligible Medi-Cal beneficiaries under the State of California’s Medicaid waiver.  Counties that opt into the Drug Medi-Cal Organized Delivery System are considered Prepaid Inpatient Health Plans and therefore must conduct ongoing quality improvement and utilization reviews to ensure beneficiaries receive high quality services without barriers to access.  Partnership HealthPlan of California provides oversight of the Drug Medi-Cal Organized Delivery System. 

 

Partnership HealthPlan of California has developed the Wellness and Recovery Quality Improvement Program to support the goal of providing adequate treatment services to eligible Medi-Cal beneficiaries with co-occurring mental health and substance use conditions while measuring compliance with operational reporting.  DHHS - Behavioral Health manages two outpatient substance use disorder treatment programs under the oversight of the Wellness & Recovery Quality Improvement Program.

 

The attached grant agreement with Partnership HealthPlan of California will enable DHHS - Behavioral Health to receive up to $53,000 in grant funding that will be used for the implementation of the Wellness and Recovery Quality Improvement Program in Humboldt County for the period of July 1, 2021 through June 30, 2022.  It should be noted that the attached grant agreement with Partnership HealthPlan of California comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process.

 

Accordingly, DHHS - Behavioral Health recommends that the Board approve, and authorize the Chair of the Board to execute, the attached grant agreement with Partnership HealthPlan of California regarding implementation of the Wellness and Recovery Quality Improvement Program in Humboldt County for the period of July 1, 2021 through June 30, 2022.  It is also recommended that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to, and any other agreements, certifications, attestations and documents directly associated with, the attached grant agreement with Partnership HealthPlan of California, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the implementation of the Wellness and Recovery Quality Improvement Program in Humboldt County.  

 

The waiver from the provisions of the Nuclear-Free Ordinance is requested because the State of

California will not modify its Standard Agreements to accommodate local ordinances.

 

FINANCIAL IMPACT:

Upon approval and execution of the attached grant agreement with Partnership HealthPlan of California, DHHS - Behavioral Health will receive Wellness and Recovery Quality Improvement Program funding in an amount not to exceed $53,000 for the period of July 1, 2021 through June 30, 2022. Expenditure appropriations related to the attached grant agreement with Partnership HealthPlan of California have been included in the approved fiscal year 2021-2022 budget for DHHS - Substance Use Disorder budget unit 1180-425.  As a result, approval of the attached grant agreement with Partnership HealthPlan of California will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community appropriate levels of service.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached grant agreement with Partnership HealthPlan of California regarding implementation of the Wellness and Recovery Quality Improvement Program in Humboldt County.  However, this alternative is not recommended since it will limit DHHS - Behavioral Health’s ability to provide adequate treatment services to eligible Medi-Cal beneficiaries with co-occurring mental health and substance use conditions.
