RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Appoint Marguerite Story-Baker, Bob Daugherty, Shawn Burger, Kirsten Sumner and Raphael DiCaprio to the Humboldt County Behavioral Health Board for a 3-year term.

DISCUSSION:

The Humboldt County Behavioral Health Board is a requirement of Welfare and Institutions Code

§5604 and was established per the Lanterman-Petris-Short Act of 1967. Members of the Behavioral Health Board attend one monthly meeting, are expected to join a subcommittee, and serve 3-year terms.

 

The county and the Department of Health and Human Services actively support the Behavioral Health Board. Meetings of the Behavioral Health Board are subject to the provisions of the Brown Act. Counties are encouraged to appoint individuals who have experience and knowledge of the mental health system. The above-stated Welfare and Institutions Code states that the Behavioral Health Board should reflect the diversity of the client population in the county, and 50% of the membership shall be consumers, or the parent, spouse, sibling, or adult children of consumers who are receiving, or have received, mental health services.

 

The county’s Behavioral Health Board is comprised of 15 members. There are currently 5 vacant seats on the board. The applicants referenced in this item fall within the guidelines stated here.

 

The Behavioral Health Board has approved forwarding this application to the Board of Supervisors for final approval.

Narrative Explanation of Financial Impact:

There are no revenue or expenditure appropriation impacts directly associated with Humboldt County Behavioral Health Board appointments.

 

STAFFING IMPACT:

 

Narrative Explanation of Staffing Impact:

While there are no staffing allocation changes with this item, DHHS employees, staff Behavioral Health Board meetings and work on issues related to the board's business. Appointing more members to the Behavioral Health Board will allow staff to better meet the original intent of this board.
