RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receive and approve the plans and specifications for construction of the Clark Complex Americans with Disabilities Act Modification Project (Project Number 2022-401); and

2.                     Authorize the Clerk of the Board to advertise the above-referenced project, pursuant to Section 22037 of the California Public Contract Code, with bids to be opened on December 6, 2022.

DISCUSSION:

On September 7, 2016, the County of Humboldt entered into a Consent Decree with the United States Department of Justice that required the commencement of the Humboldt County Americans with Disabilities Act (“ADA”) Compliance Project.  The purpose of the Humboldt County ADA Compliance Project is to bring all facilities owned and/or leased by the County of Humboldt that provide programs, services and activities to the public into compliance with the ADA. The Clark Complex ADA Modification Project is part of this compliance effort.

 

On August 13, 2020, the County of Humboldt entered into a consultant services agreement with Brokaw Design to design ADA improvements at the Clark Complex.  The construction project will renovate, improve and remove barriers to access in the multi-user men’s and woman’s restrooms on the first floor, provide a facelift on the staff restroom behind the service counter, improve the accessible route to the main lobby by installing a wheelchair lift and reconstruct a portion of the parking lot with one (1) ADA accessible van parking stall.  Staff worked with Public Works, Planning and Building and Brokaw Design in the review and development of the project’s plans and timeline.

 

The construction schedule is expected to be one hundred eighty (180) calendar days and is anticipated to begin in December 2022 and be completed by June 2023.

 

FINANCIAL IMPACT:

The total cost for construction of the Clark Complex ADA Modification Project is estimated at $310,139.  $150,000 is included in the approved budget for fiscal year 2022-23 in 3552-152, ADA Compliance. Sufficient funds are reserved in the ADA ISF Fund for this project so long as project costs do not exceed $318,316. Actual construction costs for the project will be known at the time of bid opening and will be brought before your Board for authorization and approval at a later date.  A supplemental budget will come to your Board as needed once actual cost are known.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by fostering transparent, accessible, welcoming and user-friendly services and providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the recommendations to approve the plans and specifications and authorization to bid.  However, the Clark Complex was one (1) of the facilities listed in the Consent Decree as having barriers to access and was scheduled for ADA modifications in the ADA Compliance Plan.
