That the Board of Supervisors:
1. Adopt the attached resolution authorizing the Determination of Public Convenience related to the issuance of a Type 20 Alcoholic Beverage License to the Owner/Operator William Joseph Etter located at 44355 Mattole Rd., Honeydew, California 95545.

DISCUSSION:
William Joseph Etter at 44355 Mattole Rd., Honeydew, California has submitted an application to the Department of Alcoholic Beverage Control (ABC) for a Type 20 Alcoholic Beverage License.
The Type 20 Alcoholic Beverage License is specifically designed for businesses that operate as a convenience store, grocery store or small market. This license permits the sale of beer and wine for consumption off-premises from where they are purchased.
William Joseph Etter received notification from the Department of Alcoholic Beverage Control requesting that they needed a resolution to make a determination of “public convenience” from the County of Humboldt’s Board of Supervisors. Upon adoption of the resolution, they can proceed with the approval process.
Supervisor Bohn has communicated with the Department of Alcoholic Beverage Control and recommends approval of the attached resolution.

None
FINANCIAL IMPACT:
There are no direct costs associated with the attached resolution authorizing the determination of public convenience related to the issuance of a Type 20 Alcoholic Beverage License. As a result, the recommended action will not impact the Humboldt County General Fund.
STAFFING IMPACT:
Adoption of the attached resolution authorizing the determination of public convenience related to the issuance of a Type 20 Alcoholic Beverage License will not impact current staffing levels or workload.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose to find that the issuance of a Type 20 license is not a “public convenience” in which case the ABC license would be denied.
