Recommendation for Licensure to the California Department of Health Care Services for Humboldt Addiction Recovery Treatment Program to Provide Driving Under the Influence Programs in Humboldt County  ..end

 

RECOMMENDATION(S):Recommendation

That the Board of Supervisors:

1.                     Authorize the Humboldt County Substance Use Disorder Administrator, or a designee thereof, to submit the attached recommendation letter to the California Department of Health Care Services (DHCS); and

2.                     Direct the Clerk of the Board to provide the Department of Health and Human Services - Behavioral Health with one fully executed original copy of the Board order related to this Item.

DISCUSSION:

Pursuant to Section 9801.5(a) of Title 9 of the California Code of Regulations, the Humboldt County Board of Supervisors (Board) shall review the need for additional drinking driver program services within Humboldt County and approve provider requests to submit applications for drinking driver program licensure or proposed changes to the California DHCS for approval.

 

The County of Humboldt has a comprehensive driving under the influence program known as the Humboldt Alcohol Recovery Treatment (HART) Program.  As of Jan. 1, 2026, the HART Program will operate under the new legal entity name “Humboldt Addiction Recovery Treatment Program.”  The HART Program provides services ranging from a six week “Wet and Reckless” class to an 18 month “Multiple Offender” program in Fortuna and via virtual care treatment.  The HART Program has been in operation since 1991 and is the sole provider of driving under the influence services in Humboldt County.

 

The HART Program has recently separated from Fortuna Seventh-Day Adventist Church Ravenden, Arkansas 72459.  Due to the significant change, a new application for licensure must be submitted to the California DHCS.  If approve, the attached recommendation will be submitted with the application for licensure.

FINANCIAL IMPACT:

There are no direct costs associated with submittal of the attached recommendation letter. 

 

STAFFING IMPACT:

The recommended actions will not impact current staffing levels.

 

OTHER AGENCY INVOLVEMENT:

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

Your Board may choose not to authorize the Humboldt County Substance Use Disorder Administrator to submit the attached recommendation letter to the California DHCS.  However, this alternative is not recommended as there are no other driving under the influence programs in Humboldt County.
