RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve Grant Agreement # 19-11126 with CDPH for $34,053 for the term of March 27, 2020 through June 30, 2020;
2. Authorize the Director of Public health, or a designee thereof, to sign four originals of the agreement and required certifications;
3. Authorize the Director of Public Health or a designee thereof to sign all future amendments and documents directly related to Grant Agreement # 19-11126 upon review and approval of County Counsel and Risk Management; and
4. Direct the Clerk of the Board to return one copy of the certified board report to the Department of Health and Human Services (DHHS) - Contract Unit

DISCUSSION:
The Centers for Disease Control and Prevention (CDC) estimates that over one million Americans are living with HIV and AIDS. Throughout many communities, persons living with HIV or AIDS risk losing their housing due to compounding factors such as increased medical costs and limited incomes or reduced ability to keep working due to AIDS and related illnesses. Stable housing is the cornerstone of HIV/AIDS treatment, allowing persons with HIV/AIDS to access comprehensive healthcare and adhere to complex HIV/AIDS drug therapies.
Housing Opportunities for Persons With AIDS (HOPWA) is part of the North Coast AIDS Project (NorCAP), which resides in the Healthy Communities Division of Public Health. The primary goal of the HOPWA program is to assist low-income persons living with HIV/AIDS and their families in maintaining housing stability, avoiding homelessness, and accessing care by providing housing assistance and services. Activities include assistance with rent, mortgage payments, emergency shelter, utilities, and other essential housing expenses to either maintain housing stability or provide shelter for those experiencing homelessness. The agreement before your Board today will allow DHHS to continue HOPWA services throughout Humboldt County.
Per the CDC, nearly half of all persons with HIV are over the age of 50. Older persons and immune compromised persons are at greatest risk of severe symptoms from COVID-19.
This agreement is coming to your Board after the effective date due to late receipt from CDPH.
FINANCIAL IMPACT:
Approval of Grant Agreement # 19-11126 with CDPH will allow DHHS - Public Health to be reimbursed a maximum of $34,053 in Fund 1175, Budget Unit 470 - HOPWA NorCAP for the period of March 27, 2020 through June 30, 2021. A supplemental budget was included for Fiscal Year (FY) 2019-20 with the 3rd Quarter report for $24,007, however, due to the timeline the program only expended $7,988.67 in FY 2019-20. The grant allows for rollover of funds, therefore, the remaining $26,064.33 will be included as a supplemental budget with the 1st quarter report in FY 2020-21. There is no impact to the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
Your Board may choose not to approve the recommendations; however, it would result in a loss of funds for targeted COVID-19 relief to an at-risk population.
