RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Receive and file the bid proposals submitted for the Patricks Point Drive (3N010) Post Mile 1.90 Storm Damage Repair Project;
2. Award the attached project agreement to Figas Construction for the total amount of Seven Hundred Sixty-Three Thousand Four Hundred Twenty Dollars ($763,420);
3. Authorize the Chair of the Board to execute the attached project agreement upon submittal of the appropriate bonds and insurance; and
4. Authorize the Public Works Director to execute contract change orders up to the amount of Fifty Thousand Six Hundred Seventy-One Dollars ($50,671).

DISCUSSION:
On Jun. 8, 2021, the Humboldt County Board of Supervisors authorized the Clerk of the Board to advertise the Patricks Point Drive (3N010) Post Mile 1.90 Storm Damage Repair Project for bids. On Jul. 13, 2021, the County of Humboldt received four (4) bids for the project, which are attached hereto as Attachment 1.
The Department of Public Works recommends that the Board of Supervisors: receive and file the bid proposals submitted for the Patricks Point Drive (3N010) Post Mile 1.90 Storm Damage Repair Project; award the attached project agreement to Figas Construction for the total amount of Seven Hundred Sixty-Three Thousand Four Hundred Twenty Dollars ($763,420); authorize the Chair of the Board to execute the attached project agreement upon submittal of the appropriate bonds and insurance; and authorize the Public Works Director to execute contract change orders up to the amount of Fifty Thousand Six Hundred Seventy-One Dollars ($50,671).
FINANCIAL IMPACT:
The Patricks Point Drive (3N010) Post Mile 1.90 Storm Damage Repair Project is being funded by Federal Emergency Management Agency Disaster Funds (75%), the California Governor’s Office of Emergency Services (18.75%), and the Humboldt County Road Fund (6.25%). The contract bid amount is Seven Hundred Sixty-Three Thousand Four Hundred Twenty Dollars ($763,420). The total project cost is estimated at Nine Hundred Fifty-Four Thousand Two Hundred Seventy-Five Dollars ($954,275). The Humboldt County Road Fund will be responsible for Fifty-Nine Thousand Six Hundred Forty-Two Dollars and Nineteen Cents ($59,642.19) of the total costs associated with the Patricks Point Drive (3N010) Post Mile 1.90 Storm Damage Repair Project.
Expenditure appropriations relating to completion of the Patricks Point Drive (3N010) Post Mile 1.90 Storm Damage Repair Project are included in the approved fiscal year 2021-2022 budget for Road Fund budget unit 321-2118. As a result, completion of the Patricks Point Drive (3N010) Post Mile 1.90 Storm Damage Repair Project will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to award the attached project agreement for the Patricks Point Drive (3N010) Post Mile 1.90 Storm Damage Repair Project. However, this alternative is not recommended because the project will replace the damaged culvert and restore the roadway to pre-disaster conditions using funds that would not otherwise be available to the County of Humboldt.
