RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached community service and support agreement with the City of Eureka regarding the provision of mobile crisis intervention and support services within the City of Eureka and surrounding unincorporated areas in the amount of $225,000 for the period of Aug. 26, 2025 through June 30, 2026; and
2. Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached community service and support agreement with the City of Eureka, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to return one (1) fully executed original copy of the attached community service and support agreement with the City of Eureka to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:
Proposition 63 was passed by the California voters in November 2004 and enacted into law on Jan. 1, 2005. Now known as the Mental Health Services Act, this legislation places a one percent (1%) tax on individuals with incomes exceeding One Million Dollars ($1,000,000.00).
On July 23, 2024 (Item D-6), the Humboldt County Board of Supervisors (“Board”) adopted the Mental Health Services Act Annual Update for fiscal year 2024-25 which includes an allocation of funding that can be expended for the purpose of collaborating with local community organizations and public agencies to develop and implement community service and support programs that are designed to reduce the impact of mental illness through the provision of education, mitigation and prevention services.
The attached community service and support agreement with the City of Eureka will allow for the provision of mobile crisis intervention and support services to individuals suffering from mental illness within the City of Eureka and surrounding unincorporated areas as part of the Crisis Alternative Response of Eureka Program for the period of Aug. 26, 2025 through June 30, 2026.
Accordingly, DHHS - Behavioral Health recommends that the Board approve, and authorize the Chair of the Board to execute, the attached community service and support agreement with the City of Eureka regarding the provision of mobile crisis intervention and support services within the City of Eureka and surrounding unincorporated areas for the period of Aug. 26, 2025 through June 30, 2026. It is also recommended that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached community service and support agreement with the City of Eureka, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed mobile crisis intervention and support services.

The attached community service and support agreement with the City of Eureka has a maximum amount payable of Two Hundred Twenty-Five Thousand Dollars for the period of Aug. 26, 2025 through June 30, 2026. However, in the event that local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached community service and support agreement with the City of Eureka in its entirety.
Expenditure appropriations related to attached community service and support agreement with the City of Eureka have been included in the adopted fiscal year 2025-26 budget for DHHS - Behavioral Health budget unit 1170-477. Funding for the attached community service and support agreement with the City of Eureka is available through Mental Health Services Act Community Services and Supports revenue received by DHHS - Behavioral Health.
STAFFING IMPACT:
Approval of the attached community service and support agreement with the City of Eureka will not impact current staffing levels.
OTHER AGENCY INVOLVEMENT:
None
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached community service and support agreement with the City of Eureka regarding the provision of mobile crisis intervention and support services within the City of Eureka and surrounding unincorporated areas. However, this alternative is not recommended, as it limits DHHS - Behavioral Health’s ability to fulfill the Mental Health Services Act Annual Update for fiscal year 2024-25 as approved by the Board on July 23, 2024.
