RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Sheriff to sign the attached information sharing access agreement(s) with appropriate agencies in order to aid in the long-term recovery of the City of Rio Dell and surrounding areas from the 2022 December Ferndale Earthquake.

2.                     Approve the Sheriff to sign additional data sharing agreements necessary to continue to aid in the long-term recovery such as the United States Small Business Administration Memorandum of Understanding.

DISCUSSION:

On Tuesday, Dec. 20, 2022, a 6.4 magnitude earthquake struck Humboldt County. Since this earthquake, the county has experienced hundreds of aftershocks, one of which being a 5.4 magnitude on New Year’s Day. A local and state emergency were declared following the first earthquake, and the name of this incident by the California Office of Emergency Services is the 2022 December Ferndale Earthquake.  These earthquakes resulted in over 250 structures “yellow tagged” (requiring repairs), over 90 structures “red tagged” (unsafe to enter), and over 90 households displaced. As the County of Humboldt, City of Rio Dell, California Office of Emergency Services, along with nonprofits and faith-based organizations, begin to engage in the long-term recovery process, the need to share information is necessary in order to efficiently and effectively provide services to earthquake survivors such as connecting survivors to disaster case management services, state/federal funding programs, as well as increasing collaboration and communication among various partner organizations. Therefore, this agenda item recommends your Board approve and authorize the Sheriff to sign data sharing agreement(s) with appropriate agencies in order to aid in the long-term recovery of the City of Rio Dell and surrounding areas, and give the authority to the Sheriff to sign future agreements such as the United States Small Business Administration (SBA) Memorandum of Understanding (MOU), which is not yet approved by the SBA, and it is anticipated the SBA will approve the MOU in the near future

 

FINANCIAL IMPACT:

There is no financial impact to approving and authorizing the Sheriff to sign these agreements.  Your Board did however allocate a $1,000,000 from the Local Assistance and Tribal Consistency Fund on January 10, 2023 to support displaced residents from the earthquake and necessary repairs to red- and yellow-tagged buildings.

 

STAFFING IMPACT:

 

The recommendation in this agenda item does not increase the need for staff, it in fact, simplifies the process to communicate with agencies that will engage in long-term recovery for the City of Rio Dell and the surrounding areas.

 

STRATEGIC FRAMEWORK:

This action supports your Board’s Strategic Framework priority of creating opportunities for improved safety and health and  protecting vulnerable populations.

 

OTHER AGENCY INVOLVEMENT:                     

Examples of agencies may include but are not limited to Redwood Community Action Agency; McLean Foundation, Humboldt Area Foundation, Area 1 Agency on Aging.

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose not to approve, and authorize the Sheriff to sign these agreements; however, this alternative is not recommended since this will lead to the cumbersome task of bringing individual items to your Board, and therefore delay the recovery response.
