RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the Resolution and authorize the Director of Aviation or designee to file an application for a state AIP Matching grant for the Rohnerville Airport Runway 11/29 Rehabilitation Project; and
2. Authorize the Director of Aviation or designee to accept the allocation of state AIP Matching funds for the Rohnerville Airport Runway 11/29 Rehabilitation Project and sign any related documents necessary to accept the allocation; and
3. Authorize the Director of Aviation or designee to execute the AIP Matching Grant Agreement for the Rohnerville Airport Runway 11/29 Rehabilitation Project, if awarded.

DISCUSSION:
The Department of Aviation is requesting to apply, accept and execute a Caltrans State AIP Matching Grant for the Rohnerville Airport Runway 11/29 Rehabilitation Project, AV-2024-07.
On March 24, 2026, the Your Board approved the plans and specifications to bid the Rohnerville Airport Runway 11/29 Rehabilitation Project, which includes milling the existing surface and reinstalling new pavement and remarking Runway 11/29. To meet United States Department of Transportation (DOT) Federal Aviation Administration (FAA) requirements, the public bidding process was conducted prior to receiving AIP Grant 3-06-0083-015-2026.
On July 14, 2026, your Board authorized the Department of Aviation to accept a United States FAA AIP Grant Offer 3-06-0083-015-2026 in the amount of $3,694,895. This Caltrans AIP Matching Grant will cover up to 5% of the federally awarded amount, or $184,744.75. If awarded, these funds will be used to cover the local match of $194,468 for this project. This award in turn would reduce the county’s cost share for this project from $194,468 to $9,723.25.

FINANCIAL IMPACT:
Should the Caltrans AIP Matching Grant be awarded it will provide up to 5% of the $3,694,895 federally awarded grant amount or $184,744.75. This award in turn would reduce the county’s cost share for the Rohnerville Airport Runway 11/29 Rehabilitation Project from $194,468 to $9,723.25. This project was included in the Fiscal Year 2026-27 adopted budget in Fund 3539, Budget Unit 170 - Aviation Capital Projects.
STAFFING IMPACT:
There is no anticipated impact to current staffing levels.
OTHER AGENCY INVOLVEMENT:
N/A
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to authorize the Director of Aviation or designee to apply for the Caltrans State AIP Matching Grant funding. However, this alternative is not recommended as this grant would reduce the cost to the county for this project.
