Memorandum of Understanding with the California Department of Social Services Regarding Access to Confidential Wage and Unemployment Insurance Claim Information for the Purpose of Evaluating Various State and Federal Social Services Programs within Humboldt Countyend
RECOMMENDATION(S):Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Department of Health and Human Services - Social Services Director, or a designee thereof, to execute, the attached memorandum of understanding with the California Department of Social Services regarding access to confidential wage and unemployment insurance claim information for the purpose of evaluating various state and federal social services programs within Humboldt County; and
2. Authorize the Department of Health and Human Services - Social Services Director, or a designee thereof, to execute any and all subsequent amendments to, and any other agreements, certifications, attestations and documents directly associated with, the attached memorandum of understanding with the California Department of Social Services, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to provide the Department of Health and Human Services - Contract Unit with one fully executed certified copy of the Board order related to this item.

DISCUSSION:
Section 1095(ai) of the California Insurance Code enables local, state and federal governmental agencies to access confidential wage and unemployment insurance claim information in order to evaluate, research or forecast the effectiveness of public social services programs administered pursuant to Sections 10000, et seq. of the California Welfare and Institutions Code or Sections 601, et seq. of Title 42 of the United States Code, when such evaluation, research or forecast is directly connected with, and limed to, the administration of the public social services programs.
The attached memorandum of understanding with the California Department of Social Services will allow the Humboldt County Department of Health and Human Services (DHHS - Social Services) to receive confidential quarterly base wage files maintained by the California Employment Development Department for the sole purpose of analyzing and evaluating the effectiveness of the California Work Opportunity and Responsibility to Kids, CalFresh Employment and Training and General Relief Programs administered in Humboldt County.
Accordingly, DHHS - Social Services recommends that the Board approve, and authorize the DHHS - Social Services Director, or a designee thereof, to execute, the attached memorandum of understanding with the California Department of Social Services regarding access to confidential wage and unemployment insurance claim information for the purpose of evaluating various state and federal social services programs within Humboldt County. It is also recommended that the Board authorize the DHHS - Social Services Director, or a designee thereof, to execute any and all subsequent amendments to, and any other agreements, certifications, attestations and documents directly associated with, the attached memorandum of understanding with the California Department of Social Services, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in accessing needed wage and unemployment insurance claim information.

FINANCIAL IMPACT:
There are no direct costs associated with the attached memorandum of understanding with the California Department of Social Services. As a result, approval of the attached memorandum of understanding with the California Department of Social Services will not impact the Humboldt County General Fund.
STAFFING IMPACT:
Approval of the attached memorandum of understanding with the California Department of Social Services will not impact current staffing levels.
OTHER AGENCY INVOLVEMENT:
None
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached memorandum of understanding with the California Department of Social Services regarding access to confidential wage and unemployment insurance claim information for the purpose of evaluating various state and federal social services programs within Humboldt County. However, this alternative is not recommended since it will severely limit DHHS - Social Services' ability to effectively evaluate the effectiveness of the California Work Opportunity and Responsibility to Kids, CalFresh Employment and Training and General Relief Programs administered in Humboldt County as required by the State of California.
