RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached Authorization to Order, Telecommunications Service Request and Non-State Entity Service Policy and Agreement regarding the provision of California Integrated Information Network wireless phone and data services under State of California Standard Agreement No. C4-CVD-19-001-03 between the California Department of Technology and Verizon Wireless;
2. Authorize the Humboldt County Purchasing Agent to execute any and all subsequent amendments to the attached Authorization to Order, Telecommunications Service Request and Non-State Entity Service Policy and Agreement, after review and approval by County Counsel and Risk Management; and
3. Direct the Clerk of the Board to return one (1) fully executed original copy of the attached Authorization to Order, Telecommunications Service Request and Non-State Entity Service Policy and Agreement to the County Administrative Office for further processing.

DISCUSSION:
The State of California periodically enters into reduced price service contracts to provide lower rates for telecommunication and data services and allows local governments to benefit from these contracts. The California Department of Technology has entered into State of California Standard Agreement No. C4-CVD-19-001-03 with Verizon Wireless regarding the provision of California Integrated Information Network (“CALNET”) wireless phone and data services. The specific services involved are wireless voice and data services and equipment, mobile broadband services and equipment and related accessories. The County of Humboldt has been doing business with Verizon Wireless for over a decade and has participated in the CALNET 3 wired phone and data program through AT&T as far back as 1998.
To continue receiving reduced pricing for the provision of wireless phone and data services, the County of Humboldt must transition its accounts to CALNET Category 19.1 - Cellular Business Services. CALNET Category 19.1 - Cellular Business Services offers a zero-dollar ($0.00) rate plan with a per minute charge of six cents ($0.06). The County of Humboldt will also receive grandfathered pricing and plan options with CALNET, such as the Public Safety Mobile Broadband Unlimited Plan that is used to connect all Sheriff Mobile Data Terminals and laptops, and the Public Safety Wireless Priority Unlimited Plan which provides Public Safety personnel with use priority during heavy cellular and data traffic events.
Accordingly, staff recommends that the Board approve, and authorize the Chair of the Board to execute, the attached Authorization to Order, Telecommunications Service Request and Non-State Entity Service Policy and Agreement regarding the provision of CALNET wireless phone and data services under State of California Standard Agreement No. C4-CVD-19-001-03 between the California Department of Technology and Verizon Wireless. It is also recommended that the Board authorize the Humboldt County Purchasing Agent to execute any and all subsequent amendments to the attached Authorization to Order, Telecommunications Service Request and Non-State Entity Service Policy and Agreement, after review and approval by County Counsel and Risk Management, in order to avoid any unnecessary delays in the provision of CALNET wireless phone and data services.
FINANCIAL IMPACT:
Costs for wireless phone and data services are distributed to the departments that utilize such services. Approval of the attached Authorization to Order, Telecommunications Service Request and Non-State Entity Service Policy and Agreement, will allow the County of Humboldt to continue to receive lower than market rates for wireless phone and data services and equipment. There is a two and one-half percent (2.5%) Administration Fee charged by the State of California, however the fee does not apply to the six-cent ($0.06) per minute plan that is most commonly used by the County of Humboldt. The cost of the fees applied to all other plans is less than the cost increase associated with switching all existing six-cent ($0.06) per minute plans to Unlimited Everything plans at fifty dollars ($50.00) per line per month.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining technological infrastructure, providing community-appropriate levels of service and managing resources to ensure sustainability of services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached Authorization to Order, Telecommunications Service Request and Non-State Entity Service Policy and Agreement regarding the provision of CALNET wireless phone and data services under State of California Standard Agreement No. C4-CVD-19-001-03 between the California Department of Technology and Verizon Wireless. However, this alternative is not recommended as it would require the County of Humboldt to pay market pricing for the provision of wireless phone and data services.
