Recommendation
That the Board of Supervisors:
1. Declare the following property as surplus:
a. Karavan Boat Trailer License Plate #1679400 (FA000002927 AC 09/13/2023);
2. Authorize the Purchasing Agent to facilitate sale of the boat trailer to the Morro Bay Harbor Department for $6,000; and
3. Approve a supplemental budget and establish the fixed asset in the amount of $27,000 for fiscal year (FY) 2025-26 in the Humboldt County Sheriff’s Office (HCSO) Special Services budget 1100-221500 (Attachment 1) (4/5 Vote Required).

DISCUSSION:
In 2024, when HCSO took possession of their new patrol boat, the old patrol boat that was owned by the California State Parks Division of Boating and Waterways was transferred to Morro Bay Harbor Department. The boat was moved on the boating trailer owned by HCSO. HCSO is no longer in need of that boating trailer and would like to sell it to Morro Bay Harbor Department since its designed to fit that boat. A local market assessment and negotiations with Morro Bay have resulted in an offer of $6,000. HCSO is requesting that offer be accepted, and funds be deposited back to HCSO Special Services division budget, 1100-221500.
In addition to the patrol boat located at Woodley Island Marina, HCSO Special Services utilizes a small jet boat that can be trailered to support search and rescue efforts throughout the county. The 20’ boat is frequently used for water rescues in smaller sections of river where the larger boats are unable to maneuver and respond such as the Trinity, South Fork Eel, North Fork Eel, Mad and Mattole rivers. The boat is also used for rescues on Humboldt Bay for subjects stuck in the mud and vessels adrift in shallow water where the Coast Guard is unable to respond due to the size of their vessels. This boat’s motor has had a catastrophic failure and must be replaced. Replacing the motor for this boat is necessary and urgent to allow the HCSO Special Services to provide lifesaving efforts to the citizens within the County of Humboldt. A supplemental budget in the amount of $27,000 is requested so the motor may be purchased.

Narrative Explanation of Financial Impact:
Revenue for the sale of the used boating trailer will be deposited to HCSO Special Services budget, 1100-221500 to be used towards the purchase of the new boat motor. The balance of $21,000 needed for the boat motor purchase will come from Sheriff’s State Asset Forfeiture Trust 3642 which has a current balance of $1,798,705.00.
STAFFING IMPACT:
There is no impact to staffing.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose to not approve the recommendations. However, this is not recommended as it would result in HCSO Special Services not having this critical jet boat needed for life saving measures.
