That the Board of Supervisors:

1)                     Authorize the Board Chair to sign the Memorandum of Agreement (MOA) between the County of Humboldt and Redwood Coast Energy Authority for the provisions of installation of electric vehicle charging stations and construction of Americans with Disabilities Act (ADA) modifications at California Redwood Coast - Humboldt County Airport.

DISCUSSION:

On Mar. 19, 2019, your Board, authorized the Director of Aviation to sign a Memorandum of Understanding between the County of Humboldt (county), Redwood Coast Energy Authority (RCEA), Humboldt State University Foundation and Schatz Energy Research to develop, design, install and operate a renewable energy microgrid facility at the California Redwood Coast - Humboldt County Airport (ACV).  One of the project benefits identified for the Microgrid Project is the construction of four Electric Vehicle Charging Stations (EVCS) at the airport terminal parking lot which will serve to attract customers, improve the service level that customers receive, and decrease the airport’s environmental footprint.

 

As part of the county’s ADA Compliance Project, ACV was surveyed for ADA access barriers by a Certified Access Specialist. Several access deficiencies were noted in the terminal parking lot as well as the pedestrian path of travel (POT) linking the parking lot to the passenger terminal entrance.

 

California Building Code 11B-202.4, requires that twenty percent of a project’s valuation threshold be allocated towards path of travel accessibility barrier remediation efforts.  This MOA between the county and RCEA memorializes RCEA’s commitment of funding up to 20% of the EVCS project valuation threshold towards POT access barrier remediation efforts at ACV.  An MOA was the chosen format for this agreement as there will be a transfer of funds between two public partner agencies.

 

The county, through its County Administrative Office ADA Compliance Team, will act as the lead agency throughout the life of this MOA and will be responsible for design, construction, construction administration, inspections, and funding of the remaining 80% of POT accessibility upgrades at ACV.  RCEA will be responsible for design, construction oversite and funding of 100% costs for the infrastructure for the EVCS portion of the project.  Both the POT and EVCS project designs will be incorporated into one set of drawings and specifications to be put out to bid by the county through the regular public contract bidding process and will be brought to your Board for bid authorization at a later date.

 

 

FINANCIAL IMPACT:

Actual project costs are unknown at this time as POT upgrades at ACV have yet to be designed and placed out to bid. However, this MOA memorializes RCEA’s commitment towards funding of up to 20% of the EVCS project valuation threshold towards the county’s ADA POT accessibility upgrades at ACV.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

Your Board could choose not to approve the MOA between the county and RCEA.  However, this is not recommended as your Board has already approved the installation of EVCS at ACV as part of the Microgrid Project and accessible POT upgrades are required to be constructed in conjunction with EVCS construction.
